Bartlesville's new budget includes raises for city employees

BARTLESVILLE — Municipal workers will receive a 2 percent cost-of-living salary increase this year under the fiscal year 2013-14 budget approved Friday by the Bartlesville City Council.
The council voted unanimously to approve the $20.7 million budget, which includes $335,000 for raises. City Finance Director Mike Bailey said the pay raises normally would take effect July 1, but the salary increase will be delayed until the city manager completes negotiations with unions representing municipal workers.
The new budget gives area residents a break from utility rate hikes, which have been ongoing in recent years. The city plans to study its pricing structure before imposing any additional rate hikes.
The budget is based on a conservative 1 percent growth rate in sales tax for the coming year. The city saw sales tax revenue grow by 3.73 percent this fiscal year compared to the previous year.
“The economy is somewhat improved, though we still have a ways to go to get back to where we were,” City Manager Ed Gordon said.
