The majority of West Nile cases do not develop into serious illness, but many affected this year in Oklahoma have developed threatening symptoms.
Medical board documents show that Skype is not approved as a telemedicine communication system.
Another former patient of Tulsa oral surgeon W. Scott Harrington has tested positive for HIV and three more have tested positive for hepatitis C, according to the Tulsa City-County Health Department.
The total number of positive HIV test results among former patients is four, with 77 testing positive for hepatitis C and five for hepatitis B.
Free testing for former patients ends Friday.
Harrington may have exposed at least 7,000 patients to the diseases through poor infection control procedures and the use of unsanitary equipment. He voluntarily stopped practicing March 20.
Health officials have said the number of positive test results is similar to what would be expected from a random sampling of people. Many people have one of the diseases and don't know it, officials have said.
Health officials stress a positive test result does not mean the person was infected at Harrington's practice.
As of 5 p.m. Wednesday the Oklahoma State Department of Health's public health laboratory had completed tests for 4,087 people.
