A third person was arrested Thursday on child-neglect complaints on allegations that the home they shared with three young children was filthy and bug-filled.

Janet Marie Friend, 57, is described in a police report as the maternal grandmother of the youngsters who were found in squalid conditions on Tuesday in a house in the 1200 block of North 76th East Avenue.

Department of Human Services investigators had received “horrifying information regarding the condition of the home,” according to Friend’s booking report.

Police officers described smelling “a strong odor of trash, urine and spoiled and rotten food” inside the home, according to the report.

Police spotted trash, dirty diapers, empty soda cans and broken glass throughout the home, the report says. Dirty dishes, electrical hazards and “thousands of flies and cockroaches” were found near a child’s bed, the document says.

The only bathroom in the residence “was completely engulfed by flies,” according to the booking report.

Friend lived in the house along with the children’s parents, Angela Marie Prior, 21, and Matthew Davidson Prior, 27.

The Priors were arrested Tuesday and jailed on complaints that include child neglect and child abuse.

Friend’s booking report alleges that she “was a primary caregiver for the children and she failed to provide a safe, secure environment for her grandchildren.”

The children, whose ages were not disclosed, were taken into DHS custody.
