Oklahoma Lottery Commission Executive Director Rollo Redburn on Tuesday sent up a trial balloon for lawmakers.

EDMOND — A woman who fled Kansas City, Mo., with her daughter during a child custody dispute three years ago was arrested Monday afternoon in Edmond.

The 13-year-old girl was recovered unharmed and is waiting to be reunited with her father, Deputy U.S. Marshal Callen Stephens said.

Carla Osborne, 52, was arrested on complaints of child abduction and interference with child custody. She was booked in the Logan County jail Monday night.

Stephens said Osborne fled Kansas City wither her daughter in 2010 after the girl's father was awarded custody.
