Tulsa Police Homicide Sgt. Dave Walker said Ronnie Dean Haskins II, 40, was arrested about 5 p.m. at a trailer near 1600 S. 145th West Ave. in Sand Springs.
Voters will be asked to approve a $14.5 million bond proposal this fall to allow for the construction of a new public safety facility and other projects.
A Sand Springs man was charged with first-degree murder Monday, less than two weeks after a man was stabbed to death in west Tulsa.
Ronnie Dean Haskins III, 40, is accused of killing Zachary Hank Montgomery, 24, about 11 p.m. Aug. 31 at 6105 W. Eighth St.
Haskins was arrested Sunday at a trailer near 1600 S. 145th West Ave. in Sand Springs.
Tulsa Police Department Homicide Sgt. Dave Walker said police determined that a possible suspect in the homicide had fled the residence in a 2000 Pontiac Grand Am following the slaying, and authorities quickly concentrated on Haskins as the prime suspect.
Surveillance maintained on several residences in Sand Springs led detectives and agents from the Northern Oklahoma Violent Crimes Task Force to the trailer where Haskins was found.
The Pontiac was found by Oklahoma Highway Patrol troopers near Inola, Walker said. Details of how Haskins may have gone from Inola to Sand Springs were not available.
Haskins was charged Monday with first-degree murder and possession of a firearm after a former conviction of a felony.
Haskins' Oklahoma Department of Corrections information lists convictions stretching back to 1992, for unlawful delivery of a controlled dangerous substance, possession of a stolen vehicle, attempted larceny of an automobile, unauthorized use of a motor vehicle and escape from confinement. Montgomery's slaying was Tulsa's 41st homicide of 2013, according to Walker.
