Tulsa's mayoral race is already one of the most expensive in city history, with $2.1 million raised by the three leading candidates in the months leading up to a potentially decisive primary election next week.

Former Mayor Kathy Taylor's personal contributions to her campaign put her well ahead of the pack, with $1.34 million raised so far - including $850,000 in loans she has made to her campaign, reports filed Monday show.

Mayor Dewey Bartlett reported raising $476,855, including $62,000 from personal loans, while former City Councilor Bill Christiansen has raised $302,729, with $215,000 of that from personal loans.

Monday was the deadline for reporting campaign income and expenditures for the primary election filing period, which extends through May 27.

The total for that period already approaches the historic amounts raised in the 2006 and 2009 mayoral races, when primary and general election candidates brought in $3.75 million and $2.5 million, respectively.

It easily surpasses the totals raised in the primary election stages of those elections, when candidates reported $1.7 million in 2006 and $560,000 in 2009.

Two other mayoral candidates, Jerry DeWayne Branch and Lawrence Kirkpatrick, did not file financial reports with the Oklahoma Ethics Commission as of the World's press time Monday.

This year marks the first nonpartisan mayoral election in Tulsa's history, courtesy of a City Charter amendment approved by voters in 2011.

The new format means all candidates, regardless of political party, will compete in the primary election June 11. A greater than 50 percent majority would give any candidate the win without a need for the Nov. 12 general election.

Taylor spokeswoman Anna America said the new format is likely causing more intense early fundraising than in previous races.

"When we've looked at this election June 11, we're not looking at it as a primary and another election down the road," she said. "We are very hopeful that we'll win this next Tuesday, so I think we have been campaigning that way all along."

In the 2006 election, Taylor raised $1.96 million, including $1.15 million in loans she made to her campaign. Her total so far dwarfs the $464,904 she reported at this stage of that race.

Taylor donors include John Gibson, CEO of ONEOK, and Stacy Schusterman, former executive with Samson Resources, who each gave the maximum amount of $5,000. Former Gov. Brad Henry gave $1,000.

Taylor has spent $1.3 million of her contributions.

An online report from the Ethics Commission did not break down her expenditures by press time because of a glitch in the commission's software, but the campaign has reported that information, America said.

Bartlett raised $1.06 million in 2009, with about $286,000 in the primary election filing period.

He has spent $447,711 so far this cycle, including $240,500 with Ohio-based advertising company Strategic Media Placement and $44,352 with Oklahoma City-based printing company Majority Designs, which is associated with Republican strategist Fount Holland.

His biggest contributors include his brother, Michael Bartlett, OSU-Tulsa President Howard Barnett and Spirit Bank CEO Albert Kelly, who each gave $5,000; George Kaiser, who gave $3,500; and Koch Industries Inc. Political Action Committee and Henry Zarrow, who each gave $2,500.

Kaiser also gave $2,500 to the Taylor campaign.

Top Christiansen donors include James McIntosh, George Gibbs, Lloyd Noble, Thomas Earl Naugle, Charles Philip Tholen and Yuri Milner, who each gave $5,000.

Christiansen reported $276,893 in expenses.
