Oseco
has promoted Jay Smith to vice president of finance.
Smith joined Oseco in 2007 as controller.
Before joining Oseco, Smith was the engineering supervisor and later global controller of exhaust emission systems for Delphi.

The Rotary Club of Tulsa
will have new leadership Wednesday when Del Dreyer, president of Financial Security Group Inc., becomes president of the group.

Schnake Turnbo Frank PR
has named Fran Evans as senior vice president of its Tulsa office.
Evans previously held several positions at Williams Cos., most recently as director of corporate marketing. She also served as director of strategic communications for Williams Energy and as manager of marketing communications and advertising for Williams Communications Group.
She also was manager of extension programs for the College of Human Environmental Sciences at Oklahoma State University, marketing communications planner at WilTel and art director at Conoco Inc.
