OKLAHOMA CITY — A public employees' group has lodged a complaint against the governing board of the Department of Mental Health and Substance Abuse Services, alleging a violation of the state's Open Meeting Act.

The Oklahoma Public Employees Association filed a complaint Thursday with the Oklahoma County District Attorney's office over the board's Nov. 13 meeting.

OPEA Executive Director Sterling Zearley says the board closed several programs in the state at the meeting under an agenda item on the agency's monthly financial report.

Zearley claims the agenda was intentionally misleading in an attempt to deceive the public, employees and media.

Agency spokesman Jeff Dismukes says there was no intent on the part of the board to deceive anyone.
