Immigration bill approved by Senate after long debate
By BARBARA HOBEROCK AND LEIGH BELL World Staff Writers

OKLAHOMA CITY -- An immigration reform bill that evoked strong emotions on both sides passed the Senate Monday on a 41-6 vote.
"This is a good day for Oklahoma, and a good day for America," said Carol Helm, director of the anti-immigration group called IRON or Immigration Reform for Oklahoma Now.
"We have cities that are not enforcing the rule of law for every citizen. This cannot continue. We feel like there should be no exceptions, and everybody should be required to follow the law regardless of ethnic background or whether you're a U.S. citizen or not."
Opponents were just as strong in their reaction.
"This is going to cause more harm than good in Oklahoma," said Campbell Cooke, a Tulsa immigration attorney and a naturalized U.S. citizen.
"In a word, it's nationalism, and nationalism is very, very scary. It pro motes segregation and racism. That's what this bill does. It promotes racism and segregation. It's very scary that this is what Oklahoma wants."
The proposal -- House Bill 1804 -- passed after lengthy debate. It now goes to the House, which previously passed an earlier version of the bill.
House author, Rep. Randy Terrill, R-Moore, expects it to pass easily.
"For all practical purposes, this bill is sitting on the governor's desk," Terrill said.
A spokesman for Henry was noncommital on the proposal.
"Gov. Henry supports responsible and effective immigration reform, but he will not pass final judgment on this bill until he has an opportunity to closely review the final version of the legislation," said Paul Sund, a Henry spokesman.
The measure makes it a crime to move, transport or try to transport known illegal immigrants within the state.
It also makes it a crime to conceal, harbor, or shelter illegal immigrants; it tightens eligibility for state driver's licenses and identity cards.
The measure requires jail officers to try to verify citizenship or immigration status.
Those who are in the nation illegally are to be deemed a flight risk for bond determination.
The bill requires all public employers, including contractors and subcontractors, to verify work authorization of all new employees starting July 1, 2008.
Under the measure, it would be discrimination for an employer to discharge a legal resident while retaining an illegal immigrant hired after July 1, 2008, in a comparable job.
But for it to be a violation, the employer had to know or reasonably should have known the retained employee was illegally in this country.
The measure requires state and local agencies to verify lawful presence for state and local public benefits, but provides exceptions for certain emergency and humanitarian services.
During debate, Sen. Judy Eason McIntyre, D-Tulsa, called the bill mean-spirited and a sham.
It imposes costly and ineffective mandates on state and local agencies and threatens access to key public services, she said.
She called it a misguided approach pandering to anti-immigration sentiments.
But other legislators said the measure is an important step.
Sen. Kenneth Corn, D-Poteau, said to say illegal immigration is a federal problem is a copout.
Voters "are demanding we as a state do something the federal government has failed them in this arena," Corn said.

Key reforms
Main elements of the proposed state immigration reform measure:
Makes transporting or harboring known illegal immigrants a state crime.
Tightens eligibility for driver's licenses and identity cards.
Requires jails to try to verify citizenship or immigration status of prisoners.
Requires public employers to verify work authorization of all new employees.

Hurray for the Oklahoma Senate! This is a great day for our state (and hopefully my neighborhood!). Hopefully other states will follow suit and we can finally get the illegal immigration situation under control.

Its pretty sorry when you here things like this "In a word, it's nationalism, and nationalism is very, very scary. It promotes segregation and racism. That's what this bill does. It promotes racism and segregation. It's very scary that this is what Oklahoma wants." Trying to play the race card ia about as disgusting of ploy as those against us guarding our borders can get. Not suprising it is an attorney saying it.

I am so proud of our state. It is apparent that the overwhelmingy majority of Oklahomans want the illegal alien invasuion STOPPED and NOW.We are sick of the crime, gangs and drunkeness which these invaders bring. There is a limit to the number of semi-literate,poor peasants that we can absorb in this society.Oklahoma has said enough.

The immigrants I know work much harder and are much prouder of their work than many of their "American born" peers. The jobs they eagerly work are those most American's mock. It's a sad day that too many in our great state are jumping on the frenzied bandwagon. And Charles... recommend spell checking future postings when complaining of others being semi-literate...

Every decent human being deserves a better life. I would flee from a third world country if I lived in poor conditions. We are all humans. I am an American with a foreign spouse. I deal with discrimination all of the time!

Yes, this is a shame. When Oklahoma will open it's first concentration camp? They can put all the criminal "illegal" immigrants in that camp. It is scary!

Good Luck to those of you who live there. Oklahoma just went back to the 1890s.
You are all set to taste lynchings, and other forms of violence and intimidation.

Let's not forget that majority of the immigrants here today are hard working people. Behind every illegal there is a real human being... They live here today anyway - it's utopia to deport 12 mil. people. If immigrants are not needed in USA - they simply wouldn't be here, would they? And I don't think only immigrants are blamed for being here illegal - they do the job that has "been offered" to them after the position hasn't been filled by someone who is able to work in US by law... And i bet some of you are willing to pay less for some services knowing they are provided by people you seem to hate... At the end - if I had a child than as a parent I would do anything to make my child's life better and would't you all? It's just the fact that most people born here haven't seen much different life elsewhere - so it's hard to immagine why people do what they do. And to those who blame illegals for all the world's problems - do something good for someone else, like illiterates who are born in US who is a part of your society and whos numbers in US are as high as 40 mil. ... Shame on Oklahoma and what about the "...land of free..."?

God created all humans equally, a skin color, a race, a religion, a nationality, a piece of paper (green card)..can not make humans different. Just wait for the next tornado and watch the destruction of your home, this is the wrath of God..he will punish those who want to discriminate our brothers, our sisters, our kids..

It is quite ironic - the descendents of people who ILLYGALY settled in Indian Territories (today's Oklahoma for those who skipped history class), massacred the natives and destroyed their way of life are the one at the forefront of anti-illegal immigration movement!!!! Maybe they feel guilty somehow...I doubt it...it is just pure ignorance.

i do not understand why the immigration of other people, which by the way we all are immigrants from some foreign nation, is being regarded as an invasion. The Europeans invaded America and that is our heritage. We have always prided ourselves on being open to recieveing other cultures and improving our bounderies. The Mexicans are mearly being used as an escape goat for everyones problems.

I DEFINITELY BELIEVE AS AN AMERICAN THAT THERE SOULD BE A LAW GOVERNING PEOPLE ENTERING AND LEAVINGG THE COUNTRY. PEOPLE SHOULD BE HELD ACCOUNTABLE FOR THEIR BEHAVIOR. AMERICA SHOULD BE A LAND THAT IS SECURED ESPECIALLY FOR ITS CITIZENS. HOWEVER I STRONGLY BELIEVE IN PARDON AND MERCY AND THAT PEOPLE SHOULD BE FORGIVEN WHEN THEY TAKE DESPERATE MEASURE TO SURVIVE AND LIVE A BETTER LIFE. I DEFINITELY BELIEVE IN HELPING THE POOR. GIVE FREELY AND YOU SHALL RECEIVE FREELY. THE ONLY REASON WHY WE AS AMERICAN ARE WEALTHY IS BECAUSE WE ARE ALWAYS WELCOMING THE POOR AND HELPING THEM. TAKE A LOOK AT ALL THE COUNTRIES THAT ARE RICH, THEY ARE ALWAYS HELPING THE NEEDY. WHEN WE STOP DOING THIS THEN THATS THE DAY THAT OUR WEALTH WILL DECREASE. REMEMBER THAT "JESUS LOVES YOU JUST AS YOU ARE" COME TO JESUS TODAY.

Even though people individually can be good
the problem can no longer be denied that
Mexico is doing everything it can to create a
MEXICAN NATION within the borders of the USA.
Mexico is aiding, abetting and urging it's
citizens to unlawfully emigrate to the USA
changing it's laws to permit dual citizenship,
calling them heros and Mexican citizens 1st.. just living north of the border.
This is NOT the immigration/assimilation
that built the American Melting Pot this is
an illegal invasion army creating a Tower of Babel. The Elites of Mexico should be addressing this problem not driving their people into another country.
