Mayor, council agree on check

An apparent agreement would allow a check of the immigration status of suspects in felony arrests.

Mayor Kathy Taylor and at least a majority of the City Council seem to have reached an agreement for Tulsa police to check the immigration status of people arrested on suspicion of felonies.

The council will vote on a resolution in support of the policy at its 6 p.m. Thursday meeting.

"The compromise proposed provides a proactive and a very clear policy for the Police Department regarding enforcement," Taylor said during Tuesday's council committee meetings, which were packed with Hispanic leaders.

"But it also provides protection if a person feels that they have been wrongly detained regarding their immigration status."

The council's proposed resolution, sponsored by Councilors John Eagleton, Dennis Troyer, Cason Carter and Rick Westcott, states that a person's immigration status should be checked by police if there is a felony arrest.

It also says the proper federal agency should be notified within 24 hours if that status is found to be unlawful.

Taylor added language that specifies anyone who feels he or she has been wrongly jailed because of a status check can file a complaint with the city's Human Rights Department, which is monitored by a citizen-led commission.

"This is an issue we need to address, but we certainly need to do it humanely and in a way that does not cause fear or harm to any specific class of people," the mayor said.

Taylor also called upon the federal government to provide better resources and guidelines to help local officials deal with illegal immigration and said she has sent a letter with that request to U.S. Rep. John Sullivan.

"We are the ones on the front line of this issue," she said.

Sebastian Lantos of the Governor's Advisory Council on Latin American and Hispanic Affairs spoke on behalf of the crowd gathered at the meeting.

Lantos said no one is against this being done for those who are arrested in felonies. But he expressed concern that it would be taken too far.

"There is a great fear of this happening within the Hispanic community," he said.

Eagleton said: "We're not targeting people who are here unlawfully. We're targeting people who are here unlawfully who have also been arrested for a felony."

Westcott assured the group that "this doesn't empower our police to knock on doors and ask for your papers."

Carter said he doesn't understand how anyone could be opposed to a resolution that is about enforcing the laws that are already on the books.

Taylor said the policy is "a good transition point" for the city to begin complying with House Bill 1804, which was signed by Gov. Brad Henry two weeks ago and goes into effect Nov. 1.

The immigration reform package makes it a felony to transport, conceal or shelter an illegal immigrant from detection.

The Oklahoma Attorney General will advise municipalities on what they are required to do based on the legislation, Taylor said, but this is one step that needs to happen.

The policy will not affect the value Tulsa places on diversity, she pledged.

"One of the greatest assets of Tulsa is the richness of our cultural diversity," the mayor said. "We need to not mix this resolution with our core values. I don't want anyone to think that is a value Tulsa has lost."

Alice Blue, chairwoman of the city's Human Rights Commission, said her group would like Tulsa officials to wait on the resolution until after the mandate from HB 1804 is clear.

"I think this is putting the cart before the horse," she said.

Councilor Jack Henderson expressed concern that the policy could lead to racial profiling.

"I know, at least in the African-American community, racial profiling is alive and well in Tulsa," Henderson said.

Councilor Maria Barnes questioned why the resolution is necessary since Tulsa Jail officials already check the immigration status of people who are booked on felony complaints.

Other councilors argued that it is important to have a specific city policy in place.

Interim Police Chief David Bostrom declined to comment on the proposal until after the council votes on it.

Good.....Anyone illeagally in this country shoould be deported. They are IL-LEGAL. Breaking the law democratically installed by the citizens of the USA in Collective. Law constitutioanally correct. Not inforcing our laws in morally wrong for any government (City, State, or Federal). We have a tremendous il-leagal immigration proble in the Tulsa....someone is not doing the job they are paid to perform. AS citizens it is our job to determine who that is and root them out of a job and replace them with some one who will enforce our laws.

taylor and company are so stupid. now we have to wait till they kill, rob, or rape someone before they can check them. when will tulsa get leadership that is proactive instead or reactive. i wonder how many lives could be saved by checking people when stopped for speeding instead of waiting till one of these criminals commits a felony crime.

If Kathy Taylor really wanted to get rid of ILLEGAL mexicans all she would have to do is go to any building site for new homes. She will not do it because the home builders ass have given her a ton of money.

I am moving to Broken Arrow, so Kathy Taylor won't be my mayor any longer...thank goodness! Those of you left here in Tulsa need to recall her. ANYBODY stopped by the police should have to be here legally or go to jail with deportation as their ultimate destination. Taylor needs to take care of Tulsans, not the illegals.

I just love this legislation.Illegal felons will get the massage that they are not wanted in this community.We have too much gang activity and violence caused by these rancid illegal aliens.The citizenry of Tulsa is sick of this trash who disobey our laws by invading the country and then break our laws further after coming here.

Why is that they only check the status of those arrested on a felony? What about the illegals who are building our arena and who mow the cities grass, etc. I don't see the mayor or anyone for that fact in government doing anything about that.

Now listen even the illegals are human beings and should be treated justly and humainly,as far as the immigation issues,the system we have now has failed and failed miserably,and whose fault is that?

Pretty creepy how SOME of our people in our City and State thinks to resolve issues,if you don't like our elected officials,then get off your butts and vote for change,then you can hem and hee-haw all you want.Till the next elections think of how your vote should count and pay close attention to the issues that matter to you the most then vote for the best man or woman.

The problem is the federal government. They allowed "immigration" to be what it is today. There is no way to "take it back". All we can do is adapt and realize this is how it is now. Obviously loading them all into a bus and sending them back isn't going to work, so might as well make them citizens but by God make them learn English for crying out loud. I do credit immigration to all of the great "mom & pop" Mexican restaurants we have. GREAT FOOD!

My mother, and two of my close friends have been involved in traffic accidents in Tulsa caused by illegal aliens who did not have a drivers license, identification or insurance and did not speak English.

None of these people were held accountable.

My mother and friends each paid $1000 deductible to their insurance companies, had their cars towed to a repair facility and rented a vehicle to drive.

My mother had doctor’s bills to pay because her vehicle was rear-ended; the person who caused the wreck never hit her brakes.

Since these weren't classified as a felony, under the Mayor's proposal, nothing would change in the way these investigations were handled. I'm not sure that is a good way to handle these situations.

I'm sure each of these people obtained another vehicle and are driving in our city today without insurance or a drivers license.

I'm not sure what to do about the problems this large influx of illegal people coming into this area has caused, but I do think it's time for our elected officials to rise to the occasion and do something. It's no longer acceptable to just ignore these problems and hope they will go away.

Any official should be able to check the citizenship of any individual at any time.

A driver without a license, insurance, registration and no good excuse goes to jail for a day until it can be determined.

If they're involved in an accident, they stay until their court date.

The Council should pass a resolution stating so, but also that statistics should be kept for ANY encounter so we can justify our own LOCAL ICE OFFICE.

Candy, I agree and sympathize with you. My good friend was hit by an Illegal alien Mexican in the same manner. He had no drivers liecense, no insurance, and green card, and spoke no english. The officer at the scene determined the accident was the illegals fault, but nine the less put him back into his vehicle and told him to drive away. No ticket, no vehicle impound, no deportation, and financial accountability.

The illegal committed three breeches of our law, and he was instructed to leave the scene without penalty. The officer told my friend there was nothing he could, or would do, and that if my friend wanted justice, he should club the Mexican in the head while the officer wasn't looking. AMAZING......This is becoming a common occurance. We, the citizens pay for the illegals........period. Someone (police) are not doing the job they are paid to do....!!!

Three factual points of interest with regard to Illegal Mexican Alien problem: 1) Once, and as long as, an alien marries as a US Citizen they are here, period (that's fair enough). 2) Once an Illegal Alien, husband,or wife, has a child in this country they cannot be deported, 3) Our laws prevent our Hospitals from refusing service to an illegal alien, whether he can pay his bills, or not. That is the reason a trip to the emergency room now averages eight hours waiting before service (unless you are having a heart attack). It stink, and our own laws (intended for good) are choking the life out of this country. We need change, and soon.

It ... IS .... about time that individual states start demanding! what Pres. Reagan, promised back in 1986 !! Enforcement of the im-moral and il-legal GREEDY corporations taking advantage of American CITIZENS !!... We loose our hospitals, schools (or they're over crowded and American kids must be subjected to what is best for the il-legals and NOT American school kids!).... the entitlements are going BERSERKO (financially)!!!! and they have their own government that they can march Against!... and make demands of !!!!!!! in their own country!! (Remember: Today we march; tomorrow, we... vote!) Well we appreciate any and all LEGAL immigrants and have since the very beginning of this Great American USA !!!!!!!!!!!!!!!!!!!!!!!! With our Christian Heritage (honor the Law; don't Break it!); Christian History, and our Benevolence: Which has been shared around the globe for eons. Conrgatulations to Oklahoma !!!!!!!!!!!!!!!
