Agency backs prenatal care

‘What they’re doing is clearly in violation of federal law.’

A lawmaker will challenge the plan to help illegal immigrants who are pregnant.

OKLAHOMA CITY -- The Oklahoma Health Care Authority voted 6-1 on Thursday to approve a controversial measure that will allow pregnant illegal immigrants to receive prenatal care.

However. Rep. Randy Terrill, R- Moore, said he intends to challenge the board's action at a regular meeting in Ada when the Legislature returns to session.

Terrill, a critic of illegal immigration who had called on the board to pull the rule from its agenda, said he's "disappointed but not surprised" by the vote.

"What they're doing is clearly in violation of federal law," he said, adding that he plans to ask Attorney General Drew Edmondson for an opinion on the matter.

Gov. Brad Henry has said he supports the board's action and considers the issue a "pro-life, pro-health proposal."

"The governor appreciates the board's work and will approve the rule as soon as he receives the paperwork," said Paul Sund, a spokesman for Henry.

The rule allows poor pregnant women who do not qualify for Medicaid to receive prenatal care as long as the child will be a citizen upon birth.

The women will not qualify for full Medicaid benefits, according to the Oklahoma Health Care Authority.

The coverage is limited to care that is needed to provide the best possible outcome for the newborn.

The rule takes effect Jan. 1.

A dozen other states, including Texas and Arkansas, have approved similar measures.

But Terrill called the move "an attempt, by tugging at the heartstrings, to backdoor an expansion of government-run health care."

Oklahoma taxpayers will pay about $1.2 million of the program's $3 million cost.The state will bill the federal government for the remaining $1.8 million.

Senate President Pro Tem Mike Morgan, D-Stillwater, said, "In addition to valuing the life of a child, this rule also embraces the concept of fiscal responsibility by allowing Oklahoma to recover two-thirds of the costs associated with prenatal care to unborn babies from the federal government."

He said the board's approval sends an "important message" about Oklahoma's values.

"Anyone who questions the decision by the OHCA to offer this fair shot at life to innocent children is sending a dangerous and hypocritical message that they do not embrace a culture of life," Morgan said.

In fiscal year 2006, which ended this summer, the authority paid more than $8.5 million for 2,778 babies who were delivered to illegal immigrants who did not receive prenatal care, according to the agency.

The Oklahoma Health Care Authority is the state's Medicaid agency, which administers a budget of nearly $4 billion to help poor people.

The share of the budget for prenatal care for all poor women represents less than 1 percent of the agency's budget.

Sen. Tom Adelson, D-Tulsa, who supported the board's action, said unborn children "are not responsible for the conditions in which they find themselves."

"As far as I'm concerned, we're going to do a better job at making sure pregnant women deliver a healthy baby," he said.

This morning I sent a message to Brad Henry and Randy Terrill objecting to this action and I suggest the rest of you do the same. It isnt my fault they are pregnant. They should not even be in our country illegally let alone reaping our benefits and tax dollars. period, end of the story. Have a good day people.

If this bill is passed, I am moving the hell out of Oklahoma. I am not going to continue to pay for illegal immigrants. Make them get a job to pay their own way. Why do we have to pay their bills because they are too lazy to get a job. I work my behind off and still struggle to pay for my own health insurance. Illegal immigrants or not should have to pay for it too. Why do I have to pay for their bills when I could lose my house and everything I have becuase I can't pay my bills. Make them pay their own bills or make if fair for everybody illegal or not.

LS, please send emails to Brad Henry and Randy Terrill and tell them the same thing. I have. I am total agreement with you on this topic. Why in the heck do they think everyone supported HB1804! Those idiot bleeding politicians. Hopefully Drew Edmondson will be level headed about this and understand we dont want to pay for their uncontrollable urges. I could give a rats you know what about what the bush administration wants.

I just sent a message to the governor asking him NOT to sign this rule. This undermines the new laws taking effect Nov 1. There is a loophole, though, if it's actually in the rule: "as long as the child will be a U.S. citizen." We need to be overwhelming our Senators with letters, faxes and e-mail insisting they introduce legislation to repeal the ancho baby laws so that these children are not U.S. citizens. Illegal immigrants don't just need to get jobs, they need to go back to their country and work to improve their lot there. I'm really sick of the "anyone who questions . . . is sending a dangerous and hypocritical message" crap. As a taxpayer, I have a right to disagree at the top of my lungs! And the Oklahoma taxpayer only paying 1/3 or the cost is also a bunch of crap. We pay Federal taxes too! How stupid do they think we are? They talk about Federal tax dollars like it's manna from heaven and has nothing to do with us - it's all about OUR tax dollars, Federal, State and local.

Most of these subjective remarks come with a lack of empathy. I'm all for bringing a solution to the imigration problem, mostly by punishing businesses who bring in the immigrants. However, it is inhumane to not allow for the care of an unborn child nor the care of the mother who may or may have not intended to get pregnant in this country. Federal tax dollars, which will help reemburse the state for expenses paid on this prenatal care, go to help provide for heathcare issues around the world. The rhetoric needs to be turned down when it comes to this (prenatal) issue. We are talking about unborn children and thier mothers who are already here and who deserved to be treated like a human being. After the children are born then we can begin deporation proceedings on the mother or family who came here illegally.

I struggle to pay my medical bills WITH insurance coverage. Why should I now pay for someone else's medical bills???? Illegal immigrants or not - let them pay their own. DON'T PRINT THIS IN SPANISH so they can read it - let them learn ENGLISH.

Brian you clearly don't understand all the implications. For one thing where do you think those federal tax dollars come from? Look on your IRS form 1040!

By paying for the prenatal we create more incentive to come to Oklahoma for illegals. And if you think Medicaid payments cover the full expense you have never been involved with a hospital. Medicaid is in general a 'low baller' when it comes to payments.

Once these babies are born here they are what the illegal community calls 'anchor babies' meaning they become the tool that they use to bring all the relatives.

Here is a novel idea:

Provide care if the mother is a US Citizen or LEGAL immigrant. If she is not a US Citizen or LEGAL immigrant, provide transportation HOME!

This takes care of everything and is humanitarian.

Surely these people are not so ignorant not to know what causes pregnancy. Is that what you are implying? Yes we are talking about the same thing in abortions but that doesnt stop anyone. Federal money is taxpayer dollars too. PLeeeEZZE wake up and smell the roses buddy. You need to move to some other country! Your way of thinking is discusting. We need to take care of our own. How about free health care for our elderly and american citizens. Forget Illegal aliens. Im tired of paying for it.

I just hate supporting people when they come to this country and work hard at underpaid jobs that our lily-white handed young people wouldn't demean themselves to do. Construction jobs and many other blue collar jobs will be in severe crisis if our Hispanic population continues to vacate our great city. Please think twice about the great contribution these people make to our city. The spend their cash in our city, they open new businesses and work very hard to support themselves. Yes, I think they should learn English and become US citizens, same as my German ancestors did, but don't punish them because of a political status.

Anyone who has come here illegally has already improved their lives 100% percent. To think we need to coddle these people even further is preposterous. At least charge a cash co-pay for things like seeing a doctor. At the rate we are importing the poor our economy will rival any in S America. (Tongue in cheek).

Robyn (#13) - breaking the law is breaking the law... this isn't a racial thing or humanitarian thing... this is a legal thing. Hopefully, you or your loved ones never get in a wreck with an illegal... or even worse are the victim of a crime committed by an illegal. They have no problem hiding behind their "status" then... you can't charge them... or sue them... or collect a dime from them. The get many of the benefits and don't have to face any of the consequences. Help them become legal or send them home... once they're legal, they will have to pay taxes and follow the laws like everyone else... then they probably won't want to be here...

Provide care if the mother is a US Citizen or a LEGAL immigrant. If she is not a US Citizen or a LEGAL immigrant, then we can provide her with a bus ticket back to her country! This will take care of everything & it is very humanitarian.

The governor need to do what the President did

VETO it, the president said that it cost to much to help the children who is legal with their medical, so why wouldn't our Elected Official think it wouldn't cost OKlahoma to mush to help the illegal immigrants with their medical. Governor just VETO IT. Can anyone answer this for me, the mother is illegal immigrant, child is born a US Citizen, how long does the mother stay in the US after the baby is born and what rights will she have as far as medical?

It's pretty useless, "they" think we're all racist right wingers here. But for the record, I'm against paying for prenatal care for ILLEGAL residents. We had this debate about hurting innocent children way back when we decided to limit welfare benefits for single mothers, didn't we???

Also, we have too many Democrats (of which I'm one, thank you) who don't know seem to know where the federal government gets its money. They think it comes out of some horn of plenty, I guess. Guess what? It comes from people like us. WAKE UP, Oklahoma Democrats!

I realize that I'm about to bring attacks on myself but isn't the battle really with the feds. The federal government requires ALL states to provide labor and delivery for illegal moms. So the taxpayers already pay for them. The feds say we have to. OHCA is trying to save on all of the expenses associated with post natal problems and a large percentage of these moms have problems. Prenatal care cost about a $1000 while post-natal problems cost about $100,000 or more. If you want this legislation to change, you gotta start with the feds. Until that happens, OK which has now joined several other states in providing pre-natal care will continue to do so.

If we are such a wealthy state that we can pay for the pre-natal care of all illegal immigrants, then we should be able to give free pre-natal care to ALL pregnant Oklahoma residents. While we are at it, I would like a new set of false teeth, and my husband could use a knee replacement.
