Regents revise student policy

Following HB 1804, they approve restrictions on students who are illegal immigrants.
OKLAHOMA CITY -- State regents on Thursday narrowly passed a policy placing restrictions on illegal immigrants attending Oklahoma colleges, based on provisions in House Bill 1804.
The measure passed 5-1 with three abstentions.
"How low will this law go?" Regent Stuart Price of Tulsa said after the meeting.
Price, who cast the lone vote against the policy change, characterized the soon-to-be-enacted anti-illegal immigration law as "inhumane, unfair, shortsighted and even opposed by the State Chamber."
The chamber was opposed to early versions of House Bill 1804 but took a neutral stance on the final version.
Rep. Shane Jett, R-Tecumseh, urged regents to stick with the old policy, which he said they could have done under provisions allowed in House Bill 1804.
Jett said concerns are being raised about the questionable legal status of 244 students, who accounted for 0.109 percent of all financial aid during the 2005-06 school year.
Figures provided by the regents show that these students paid in $238,785 in tuition and fees, while receiving financial aid totaling $112,039. Jett said the state would have lost more than $100,000 if these students were not enrolled.
Jett also said there is no proof that undocumented students are crowding out other Oklahoma students who want to attend college.
Of those undocumented students in 2005-2006, about 70 were enrolled at Tulsa Community College. Oklahoma City Community College had 112 of the students.
The new law takes away future financial aid to students who are undocumented, unless they sign an affidavit proving they are seeking citizenship, which also makes them eligible to apply for in-state tuition.
The chance to get in-state tuition and financial aid applies only to those who attended at least the last two years in an Oklahoma high school before graduation.
Unlike the regents' old policy, the new one requires un documented students to apply with the federal government seeking legal status.
House Bill 1804 contains a grandfather clause that exempts students enrolled for a degree who paid resident tuition during the 2006-2007 school year or any prior year.
Chancellor Glen Johnson recommended that regents adopt a policy that complies with House Bill 1804, which goes into effect on Nov. 1.
Regents voting for the policy were chairman Bill W. Burgess Jr. of Lawton, Ronald H. White of Oklahoma City, Jimmy Harrel of Leedey, Cheryl Hunter of Oklahoma City and John Massey of Durant.
Those abstaining were Joseph L. Parker Jr. of Tulsa, Julie Carson of Claremore and Marlin "Ike" Glass of Newkirk.

Archbishop pledges to resist law as unjust, immoral
OKLAHOMA CITY—Eusebius Beltran, archbishop of the Roman Catholic Archdiocese of Oklahoma City, plans to present Gov. Brad Henry’s office a ‘‘Pledge of Resistance’’ in opposition to House Bill 1804.
The law is unjust and immoral, the pledge says.
The pledge—signed by Beltram and those members the Council of Priests who concur —says the law would make it a felony to offer aid to illegal aliens.
‘‘Our faith teaches us to do good to all people,’’ the pledge says. ‘‘There is no exemption clause for those persons who do not have documentation of their citizenship status.
‘‘We will not show partiality against those who are in need of humanitarian assistance,’’ the pledge says. ‘‘Because this law is overly punitive and makes a felony out of the act of providing humanitarian assistance to an undocumented person in need, we ... will not and can not obey this law.’’
The pledge calls for the law to be repealed.
‘‘We are united in solidarity and in defiance of this law because of our allegiance to a higher law, the love of God and humanity,’’ the pledge says.

Come on, let the bill ride and rid our illegal aliens. What we lose in tuition is not going "break" our universities. Get them legal so we can collect fed and state income tax. Don't try to pull the wool over all of us Okies.

Take away the tax-exempt status of those who influence legislation in the guise of resigion.As a matter of fact all church property and all church assets should be taxed.Why not tax the property and the jets and expensive homes and expensive cars of the rich reverands.

What is it that Price and his ilk don't understand about "illegal alien"? The illegals are responsible for rising drug/crime rates, healthcare system costs, and education system costs. These social systems set up for US citizens are nearly dysfunctional now due to immigrant overload. All illegals in the country MUST be accounted for. US social structure and security is at risk.

I dont want our government to give undocumented illegals a fricken penny. Not a penny!!! COllege or not. Not a red stinking Penny. Story #2: I am so sick of these rev. and priests!!! They need to tend to their business. Preaching in a church about god. Law is not their cup of tea. They are suppose to abide by the laws of the land.

Way to go regents! You three abstentions, where are your guts. It's either thumbs up or thumbs down. If you want to abide by the law, (moral & ethical & letter of) it's a no brainer. Thumbs up! Illegals have no rights to my money unless they ask me for it. You are welcome to come into my country legally and we can make it our country as legal citizens. Why am I saying all this to you, when you probably can't read it. Oh wait! Our "prestigious" governor's "duh buddies" will interpret for you.

That is funny I was not aware the dust bowl days were caused by illegals! I thought it was the weather. We will not crumble based on cleaning up our streets of illegals. We are americans and we are strong. We do not depend on illegals for survival. The only businesses that will be hurt are the ones that hire illegal aliens and the ones that send money to their home country, the churches and I guess maybe these people will have to pick fruits and veggies for us if they want to eat. But life will go on. So get over yourself and your race. Maybe now we can give those jobs to rightous legal immigrants and fellow citizens. Actually I am glad we are scaring you off. That was the point you know....It wont be long until the state you probably moved to will adopt a similiar law. So dont unpack to quickly.

Yes, I have made posted in the past trying different ways to make people, not unlike you, understand the evil and inhumane objectives behind this law, to no avail. I have tried logic & reason and I have tried your method of hate & racism. Heretofore, nothing has worked, so I tried love, because even though, you are spewing hate, I am a god fearing person and know that evil is overcome by love and goodness.
You MUST be a Christian, because by the tone of your response (#36) to mine (#34), it seems to have hit a nerve. That's good, Dover, that is EXACTLY what it was suppose to do.
Dover, I am human, I am capable of all the same responses that you and others on this forum can dish out. But I have to tell you, you are sadly mistaken, if you think that I will leave. I am an American Citizen, I have served you (the people of these USA) militarily and I still serve you in the public sector. What I will NOT do is emulate your behavior and act childish, as if merely by your ranting and raving, these human beings will be "herding" about at your whim. THANK GOD, that is NOT the American way. I know what the American way is, Dover and it is NOT the way Terrill would have you believe. Did you know that previously Terrill has "sympathized" with the plight of the undocumented immigrant? Do your homework, my dear "brother", for you know not with whom you lie! I am a resident Of Smyrna, Delaware, and I am proud, very proud of Oklahoma for taking a stand on this "Illegal Immigration". Many states will soon be following your lead and I am hopeful that Pennsylvania will be the next State to pass their "Illegal Immigration Law". When they do, Delaware will have to finally do something or we'll have another 100,000 on top of the 50,000 we have here now raping the taxpayers of Delaware.
It's time to take our Country back. The defeat of the "AMNESTY" bill and the "DREAM Act Amnesty" bill is a very good start. It's time for these "ILLEGAL ALIENS" to return to their home countries. I am against breaking up families. If the one being deported has a family, deport the family with them!
Again, I am Very proud of you down there in Oklahoma. Don't back down!

Unfortunatley, that is exactly what Oklahoma is becoming. The irony is that we are becoming a tomb in the hands of they that profess to be men of faith. Out here in Guymon, our own State Representative, a self proclaimed man of God voted for this ungodly legislation.

I agree with Edward! That is all the Catholic Church is preaching about the poor Mexicans who are illegally using our social security numbers, driving without insurance and license and breaking our laws about being in this country in the first place. No, I do not want my tax dollars funding illegal aliens for college. I have one in college myself and it is very expensive. Why are we allowing this to happen in the first place? Price is way out of line! The reason the law was put into place was we, the legal taxpayers and citizens of the United States demanded it! WE are tired of all the lying, identity theft, wrecks without insurance, and not coming to this country legally. We will not stand for it. We will watch every single politician and we will vote you out if you don't quit giving away our hard earned dollars to illegals.

SO dont try and change your image because of the article. I think everyone knows you are a mexican standing with illegal aliens against american citizens and know nothing about obeying the laws of the land or Christianity SO GET LOST. Cliff notes for HB 1804...
Section 1 – establishes the title of the bill
Section 2 – states that failure to enforce immigration laws harms safety and welfare of legal citizens.
Section 3 – makes it a crime to move, transport, or attempt to transport any KNOWN illegal aliens. This part replicates a FEDERAL LAW already in place.
Section 4 – states that an individual must show valid proof of legal residency prior to applying for a State driver’s license or ID.
Section 5 – allows law enforcement to verify immigration status or citizenship of any person arrested.
Section 6 – Defines terminology used in section 7
Section 7 – requires public employers to register and use a federal employment eligibility system to make sure applicant is legal to work. And employers can not enter into a contract with a contractor or subcontractor that does not use the same system. Also makes it illegal for an employer to fire a LEGAL employee while maintaining an ILLEGAL employee.
Section 8 – anyone applying for state or local public benefits must prove legal status.
Section 9 – Any contractor that does not have a valid SSN will be charged income taxes at the highest rate allowed.
Section 10 – Calls for state and local law enforcement to work together on immigration enforcement.
Section 11 – students can’t get post secondary educational benefits or resident tuition unless they can prove that they are here legally.
Section 12 – the department of public safety must establish a Fraudulent Documents Identification Unit…
Section 13 – says that students can not enroll in a post secondary educational institution unless they are here legally or can show that they have applied to be here legally.
Section 14 – sets effective date as November 1st

Joy... please note that the parts of this bill that Rev Orta is saying are unconstitutional are already federal laws... the state is just replicating for the sake of being able to enforce them at the state and local level... waiting for your explanation...

And this is about Money for Orta and the businesses cited... they are claiming that the removing of illegal immigrants will hurt their businesses. Orta will lose a large portion of his following who give offerings to his church which pays his salary. Don't kid yourself... it's always about money.

Illegal aliens and their sicko supporters had better get use to the fact that HB1804 was passed by over 90% of the state legislature and is a great piece of legislation.The aliens must NOT like democracy.What else do you expect from this assorted bunch of rif-raf.Illegal aliens get out of Oklahoma.This scum costs us millions in terms of education,overcrowding hospital emergency rooms and the attendant problems of gangs,drugs,violence and threats to our national identity.

The Catholic church is on the side of lawbreakers.The church best get its own house in order before issuing stupid calls to disobey the law.As we know the Catholic church is a haven for perverts and assorted molesters.Beltran wants to pander to his flock increasingly populated by illegal aliens lawbreakers.His sickening statement exuded a sour piety and rank hypocrisy the church is well known for.
