Law aims in several directions
The main square of Casa Blanca, a north-central Mexican town, is empty, but many residents are expected to return after House Bill 1804 goes into effect Thursday in Oklahoma. In a 2006 series of stories, the Tulsa World revealed that some 3,000 Tulsa workers, mostly illegal, had ties to Casa Blanca. ALEXIS CHARBONNIER / For the Tulsa World

Watch a slide show and read all the stories in a series on the immigration of thousands of people from Casa Blanca to Tulsa.
Read all of the Tulsa World’s coverage of House Bill 1804.
OKLAHOMA CITY — Oklahoma’s controversial immigration reform law, set to take effect this week, tightens several regulations for law enforcement, employers and students.
The majority of House Bill 1804, by Rep. Randy Terrill, R-Moore, and Sen. James Williamson, R-Tulsa, takes effect Thursday.
Perhaps among the law’s most well-known provisions is a rule that deems transporting or sheltering an undocumented immigrant a felony.
However, the rule is aimed at employment and tenant situations, Terrill said.
“What it is not aimed at are situations where there is a purely educational, charitable, religious or other humanitarian purpose involved,” he said. That means transporting someone to church, school or the hospital is not against the law, he said.
However, the law makes it a felony for a spouse or employer to take an undocumented immigrant to work, Terrill said. A landlord renting to someone they know, or should have known, to be illegal would also be a felony, he said.
Also, while undocumented students who graduate from an Oklahoma high school
are allowed to pay in-state tuition rates at state colleges, the bill requires the students to prove they are applying for legal status.
The law also makes clear that driver’s licenses and identity cards can only be issued to citizens, nationals and legal immigrants. School identification cards are allowed, as long as the ID states it is only valid for identification purposes at school.
The bill also requires public employers to verify the employment eligibility of all new hires using a federal system. Beginning July 1, 2008, the rule extends to private employers who contract with government entities.
The bill also includes several other employment provisions, including that employers could be held accountable for discrimination if they fire a legal resident, but retain an undocumented worker in a similar position.
However, if the employer uses the government’s status verification system, they are exempt from liability.
Main provisions of House Bill 1804
Makes transporting, concealing or sheltering an undocumented immigrant from detection a felony.
Allows certain undocumented students to pay in-state tuition but requires them to prove they are apply for legal status.
Restricts eligibility for state driver’s licenses and ID cards to citizens, nationals and legal immigrants.
Keeps state and local governments from contracting with businesses that do not verify citizenship of their employees.
Requires businesses to use the federal government’s Status Verification System to determine employees’ status beginning July 1, 2008.
Requires all state and local agencies to verify lawful presence of applicants for state or local public benefits using a federal system.
Authorizes the Department of Public Safety to establish a Fraudulent Documents Identification Unit, which is contingent on funding.
Requires undocumented immigrants who commit a crime to be deemed a flight risk for bond determination purposes.

I'm happy to se HB 1804 take effect. It will help correct a very flawed and lax Federal enforcement. Immigrants from many countries helped make this country what it is today. That is not true of the Illegal Mexican immigrants coming to this country. I have noticed that instead of trying to become a part of this country, they stay in enclaves where they can enjoy the riches of our country without becoming part of our society. They pay only sales tax, bleed our social services and medical resources dry and add huge costs to our education system. I view the illegals like a guest that came for a weekend and stayed a month.....I can't wait for them to go home.

now all employers will be on equal footing. employers who hire illegals get cheap labor and reap more profits than those that play by the rules. what is bad is the ones that hire illegals don't pass the savings on to the consumers and it cheats the government out of taxes which the consumers have to make up for.

Everyone should hold their applause. We will see the employers and landlords trying to circumvent the law,and I am not sure we will have rigorous enforcement.

Employers and spartment managers will do as they always have. "I didn't know." "I asked if they were legal immigrants, but they said 'No Engleesh'."

Fantastic law!
I may want to move to OK. I hope the
law propagates to other states due to success. It is my wildest dream that the law reaches here Los Angeles where we are invaded by Mexico big time

Well up yours Oklahoma. Everyone is cheering now, but when the prices of housing goes up cause there's no one to build them at the cheap rates you are used to...then the complaining will start. And the saddest part is you won't even have the cojones to acknowledge that the reason the prices have gone up is because you decided to get rid of "those illegals". Like we are rabid dogs or something. Go ahead pass your racist laws. But when it cost you $60.00 to have some white boys mow your lawn I don't want to hear it. Lazy Americans, you will never learn. You have a sad history of being insecure ignorant little pricks. When the slaves were freed after the Civil War, the white people complained that blacks were taking white men's jobs. In the 1900's when the Chinese immigrated to the States to help build all the railroads, again the white people complained that they were taking all the jobs. And now I guess it is our turn. Well the complaints have all been the same...they are taking our jobs! they are costing us tax dollars! they are polluting our neighborhoods! Wah wah wah. What great whiners you are. What inconsiderate ungrateful wastes. People are homeless, starving, and suffering. And what do you do? Buy fido a new winter sweather for $200.00, or buy your kids that new xbox 360. Face it, we work harder and smarter then you do, and it makes you look bad. Heaven forbid someone should show you up. All you whiners could take a lesson from the hard working Mexican. We bust our balls for less pay, we work more hours, and some of us have two or three jobs. Do you hear us whining? Nope. So suck it up Oklahoma...you may cheer now, but when we are gone I'll bet the whining will start all over again. It's your loss. And you know what? My family and I are not on any kind of state assistance, I pay taxes that I never get back, and I can speak and write English (obviously even better then some of you can)! So all of you can kiss my brown, illegal, Mexican butt! HAHA.

AM, Mexican and proud,
good bye!!
We are not saying Mexicans are not welcome, what we are saying is illegals are not welcome. Get proper paperwork and there won't be issues.

This is a great law. I hope we see a mass exodus on November 1st, and a strict enforcement of the law.I will not be made to feel guilty or unchristian because I want the illegals to go home. I want my hometown to recover from all the lost businesses like the 2 medical clinics that closed( near 21st and Garnett)in the last 2 years.

I hope everyone is just as ready to pay a major increase for every purchase made in Oklahoma. Our region is considered at full employment and there are not enough workers to take jobs from the highest to the lowest skill levels. This is a federal issue, but instead, Williamson and Terrill want our businesses to play federal government.

My hats off to Williamson and Terrill!!!! For doing something. I am soooooooooo glad for HB1804. Now our society will recover. It is worth it no matter how much it costs. November 1 will be a great day in the history books when Oklahoma led the country for independence from this horrible invasion of aliens

OMG, you mean I won't have to wait 8 hours to be treated in an emergency room now?
OMG, does this mean we will have to mow our own lawns?
OMG, does this mean my kid's reading class will speed up at school?
OMG, does this mean I won't be able to find a decent taco?
OMG, does this mean I might not have to worry about getting rear ended in an accident and the driver hit and run?
OMG, does this mean my health insurance premiums will go down?
OMG, does this mean I won't have to pick a button at home depot checkout that asks, Spanish or English?
OMG, does this mean the freeways will have less traffic?
