Jaycees' board may dump exec
UNDER FIRE
Chris Oldham:
He used a Jaycees credit card to charge nearly $12,000 in personal expenses, an audit alleges.

The Jaycees are attempting to fire their national president for allegedly charging nearly $12,000 in unauthorized and undocumented expenses, according to records obtained by the Tulsa World.
President Chris A. Oldham is accused of misusing a corporate credit card during the past year, charging thousands of dollars for car repairs, cell phone bills, massages, adult entertainment, liquor and meals, records show.
Oldham is the president of the United States Junior Chamber, known as the Jaycees. The organization's national headquarters is in Tulsa.
Oldham is being asked to pay back $9,227 in personal charges and $2,600 in cell phone bills.
He and other Jaycees officials did not return numerous calls seeking comment.
Records show that the Jaycees' executive committee is expected to consider a vote Monday to force Oldham out of office.
The committee has suspended his credit card and threatened to garnishee his salary if he does not pay back the thousands of dollars worth of allegedly personal charges, records show.
Oldham, who lives in Wittmann, Ariz., is the organization's 87th president. He has a master's degree in physical therapy and is described as a maverick who earned the nickname "Cowboy" for his leadership style, a Web site biography says.
Records show that the executive committee named an audit committee to review Oldham's credit card practices after questionable charges
came to light in September.
An extensive audit obtained by the World revealed that Oldham used the card for many personal expenses that fell outside its allowable limits.
Many of Oldham's unauthorized meals were at a Hooters restaurant and similar eateries in Arizona.
Oldham used the card for $250 in unauthorized charges at the Club Cabaret in Illinois, and the amount must be repaid, the audit states.
A Web site for a Club Cabaret in Creve Coeur, Ill., says the business is a "gentlemen's club" that offers table dances and couch dances by female employees.
Records show that Oldham also charged nearly $80 worth of liquor at Bedlam Bottle Co. in Oklahoma and say that must be repaid.
Although Oldham lives in Arizona, he travels throughout the United States on Jaycees business.
Records show that he was arrested last summer in Connecticut, apparently while on Jaycees business.
Police there said the arrest was related to allegations that Oldham started a fight at midnight June 20 outside the Wood-N-Tap bar in Rocky Hill, Conn.
Records show that the Jaycees reimbursed Oldham $30.50 for expenses at the Wood-N-Tap. The charges were approved because they appeared to be related to his Jaycees trip.
Records also show that Oldham was arrested in 2002 for driving while under the influence of alcohol. He pleaded guilty to DUI in municipal court in Surprise, Ariz., records show.
The Jaycees' code of conduct directs its officers and members to conduct themselves with professionalism and with community service in mind.
Audit records show that Oldham's credit card charges raised questions in September. The audit committee was formed to determine which charges were not allowable.
The audit committee's report, produced Oct. 26, calls for Oldham to repay unauthorized charges and undocumented cell phone bills.
The Jaycees' executive committee voted Oct. 29 to ask Oldham to resign, but he appears to have refused. If he is still the organization's president by the end of his term in December, he will automatically become the chairman of its board, under Jaycees bylaws.
In a letter to the executive committee, Oldham apologized for misusing the credit card and acknowledged that he had signed an agreement to use it properly or face dismissal.
However, he also appeared to try to soften the blow by stating that he had an agreement with the organization's staff to pay back all personal charges by the end of the year.
"In my defense, from the moment the first personal item was purchased, I contacted the Finance Department to rectify the situation and since then a payment program (payroll deduct) was set up to make sure that the personal items purchased would be paid in full by the end of the term," he stated in the letter.
The finance director of the Tulsa office is listed as Candy Cook, who declined to comment.
Brad Gemeinhart, the Jaycees' director of communications, was not available for comment.
What are the Jaycees?
The United States Junior Chamber (Jaycees) gives adults ages 18 to 40 the tools they need to succeed in business development, management, individual training, community service and international connections.
Established in 1920, the organization provides opportunities for young men and women to develop personal and leadership skills through service.
The Jaycees helped establish air mail service in the U.S. with the help of one member, Charles Lindbergh, and have raised millions of dollars for causes such as the Muscular Dystrophy Association and the March of Dimes. The group has built parks, playgrounds, hospitals, ball fields and housing for the elderly while conducting service and support programs in thousands of communities across the country.

Ahhh so sad. Having been a Jaycee myself in a different state and attended state Leadership training in Tulsa (years ago), I can say the Jaycees know how to throw a party and entertain. Our club though as they do on a national level do great things for the commuinty. I do miss the vests we used to wear and the pin collections. They do not do that any more and acourse the women and Men clubs are now as one. It used to be the Jaycees were guys only and the aux. club was Jayceetts. This guy is however is out of control.

I remember the Jaycees conventions held at TU back in the 80's. We got flashed, found drunk guys in our suites (um, wrong floor guys) and were totally unimpressed with them (much to their dismay). This guy seems to be cut out of that same mold.

Not that this is an excuse but when this guy travels out of town to visit the members they usually will go out on things like this. Being a mens organization I can see why they attend the places they attend. Also, I recall many years ago a gentleman sued his company because he had to entertain so many business relationships for the company that he became an alcoholic although this was no escuse for his weakness to not decline. Consider both sides of the story.

I ask, why the witch hunt for this President? Because he won't take anyone's cra_! "Cowboy," Butcher, Baker, Tinker, Tailor, its the same thing. What did the past 5 Presidents do? I bet if you audit any of them, you will find worse! Get the full story from all sides before you start to judge someone.

If we had known what this guy was up to, we would have never elected him. If you'd ever met him, you would see how charming he can be; he fooled us. It's sad that once the polish was wiped off, he was a crook underneath. Despite what Jan Dodgen said, Chris is a crook; and I’m saying that, knowing all the facts from all sides. Just because he’s going to pay back the money, that doesn’t make everything ok or make him any less of a thief. He knew he was breaking the rules and did it anyway. He was not acting in a manner consistent with the Jaycees’ philosophies and beliefs. I can't wait till we throw Chris out and get back everything he stole. He should be ashamed of himself. If he was any kind of real Jaycee, he would have voluntarily stepped down. He has no honor.

I agree with True Jaycee. If you look at the past 5 National Presidents, not only would you not find the abuse Chris has admitted he’s guilty of, you would also not find them being forcibly restrained and arrested while they were supposed to be setting a good example of leadership. While Jaycees have had some wild times in the past, and still know how to throw a good party for the right occasion, we have molded our organization into one dedicated to community service and individual development. We are a fully co-ed young professionals organization. You old former Jaycees who want to talk about how wild things were back in your day would not fit into our current organization. The old stag club days are long dead; and no one these days expects the National President to take them out to a gentlemen’s club; no matter what used to happen decades ago. That is unacceptable behavior. I'm proud to be a Jaycee. I'm proud of all we have accomplished to make the world a better place. I can't stand the thought of one two-faced, silver-tongued convict casting a shadow on our great organization. Our communities know us for the good work we do. We want to keep it that way! We believe that service to humanity is the BEST WORK OF LIFE!

I agree with the 2 previous posts. He is what they say he is. I hope all those that read this realize that this is NOT what the organization is about. The Jaycees are a great organization that devoted to its community and leadership development. They made a bad choice. Knowing him I am not surprised He BS'd his way through the organization and has disgraced the Phoenix Jaycees (his home chapter). He is a con man and it is a shame we didnt see it earler.......

Seems like Jan is still drinking the Cowboy Punch on this one. I could care less if Mr. Oldham got drunk everynight at a gentleman's club. His own behavior and its consequences belong to him and him alone. My issue is he did it on my time and my dime. I pay my dues and I expect my elected officers to act with dignity and decorum. Spending $12K on personal bills including liquor and strippers just doesn't cut it. There is no excuse for this behavior. If he were a real cowboy he would "cowboy up," repay the money and step down from his position. I guess we will learn what kind of cowboy he truly is after tomorrow evening's meeting of the national BOD. I hope he finally does the right thing for the organization.

The U.S. Jaycees Board, which has the responsibility for handling this kind of internal matter, will meet on Monday night and then take a course of action. Let's allow them to do their work. In the meantime, let's continue to work hard to build strong chapters and community leaders.

What disturbs me is that this wasn't handled in September. In the meantime, he's still been traveling around the country trying to mold chapter and state leaders in his own image. Those who are proud to be his protegees should be investigated as well. And by the way, this behavior has been going on for years. Ask his wife.

This incident only proves the time old adage, "There's always one bad apple in the bunch." The organization itself is a great organization that draws unique, individual people to "create a positive change" within our local communities. Unfortunately, Mr. Oldham has not only brought JCI bad light recently from the internal audit but he has been representing JCI in a negative manner for a long time with his inappropriate and illegal behavior. Hopefully the negative attention will force JCI to act accordingly and hold Mr. Oldham accountable for his actions as in any real world company or corporation would. Personally, I will have a difficult time justifying paying national dues based on JCI's response to this situation but I am a strong supporter of my local chapter and will continue to support them. Professionally, I strongly urge the immediate dismissal of Mr. Oldham as his behavior would not only subject him to immediate dismissal but also to charges for criminal activity.

As a former Jaycee and still active in several activities of the Jaycees, this behavior is unacceptable. For the person who said this is still a mens club and acceptable, you will be disappointed to discover January 1 we will have a lady president. This behavior has not been acceptable past or present to misuse funds. The organization is known for working hard and then when the work is done to enjoy a good party. The organization has changed over last 20 years from a mens club to an organization for all young people, but it the same principles still hold that it is training young adults to be leaders and that Service to Humanity is the Best Work of Life and Chris seems to have missed it.

The board will decide, but maybe its time for the Jaycees to renounce its past behavior as unacceptable. My memories from 1968-1972 are clouded by both the parties and party times we experienced and time but that behavior shapes todays perception of Jaycee behavior. Make it a point to renounce the old good times and begin to change the perception of todays needs. Mr. Oldhams behavior, if true, would be totally unacceptable but if you review the past several years of his membership you might see a pattern. Maybe his perception and experience in Arizona dictated what he thought was acceptable. The board needs to see what brought it about and what it needs to do to make sure that the minority behavior matches the majority of Jaycees members for the future.

Why did it take them until September to raise the issue? It looks bad on every level by all Jaycees' leadeship. This has been a head-hunt! I know what it is like to lose a President in this organization. Membership dropped 75%....Let him pay it back,,,,,,finish his last 20 days or so days. Idiotic moves like this will end our organization! Leaders.....you should be proud. This will be the beginning of the end!--------SHAME. If you all are our future leaders......we are in trouble!

I agree with the comment to STOP POSTING the negative comments! Okay, the man did something wrong but let it get handled the way it should, the right way. And to John, San Jose, membership dropping is a completely different issue. That is a problem world wide. People don't volunteer the way they used to, for our organization or any other for that matter. The world is a much different place than what it used to be. I've been a Jaycee 19 years. I've seen plenty both good and bad. I'm sorry for you that this one bad incident makes you think this is the end. If you think our future leaders are to blame, that must mean that you aren't one of them. So as I see it, either shut up or put up. If you think it's so bad, or you can do so much better, then you do it.

I HAVE BEEN ASSOCIATIED WITH THE JAYCEES ON MANY LOCAL, STATE AND NATIONAL LEVELS OVER THE LAST FORTY YEARS, AND KNOW THAT THIS IS A TREMENDOUS ORGINAZITION. THE U.S. JAYCEES HAVE DWINDLED DOWN TO A PRECIOUS FEW OVER THE LAST 20 YEARS. ALL I CAN TELL YOU AT THIS TIME IS TO BUCKLE DOWN AND DO YOUR BEST TO SALVAGE THIS WONDERFUL ORGINIZATION SO THAT YOU MAY REALIZE THE ACCOMPLISHMENTS AND MAKE THE MANY LIFE TIME FRIENDSHIPS AROUND THE WORLD THAT I HAVE DERIVED FROM BEING A JAYCEE. PLAY HARD BUT WORK EVEN HARDER.

I need to disagree with those that think stopping posting is a good idea. This is the first that I have heard of this (thru a Newspaper Website). Had the U.S. Jaycees been on top of this, wouldn't have gotten to this point. Fear of publicity like this is sometimes the ONLY reason people obey the rules. This has to be embarrassing to Chris, that is unfortunate. But, I will guarantee you, the next few Presidents will obey the rules that they have sworn to uphold.
Chris, disappointed in you. Hoping that you will make restitution and then do more good things to make up for this.

First of all, to the person who said to stop posting comments...it is a right to state our opinion and the Jaycees promote speaking up! Second, I agree that the guy has the right to do what he will however, misappropriating funds is misappropriating funds. He might as well be the one who robbed the boyscouts while they were selling their trees. He should never have even considered using the funds (raised by Jaycees and from the efforts of the organization) to begin with. And if someone did agree to allow him to do this (payment plan or not) then they should also be asked to step down. I too, am very proud to be a Jaycee and it is things like this that are helping to kill our organization.
