Dropped from care: State's health care purged by law

A federal regulation aimed at purging illegal immigrants from Medicaid programs has instead mainly knocked out otherwise eligible Oklahomans -- and at a steep cost -- the Oklahoma Health Care Authority said Thursday.

Meeting at Oklahoma State University-Tulsa, the authority reported that 5,841 people had been dropped from SoonerCare, the state's Medicaid program, because they could not meet new federal documentation require ments.

The requirements grew out of complaints that illegal immigrants, mainly Hispanic, were receiving Medicaid and other federally funded benefits.

The Health Care Authority, though, said 58 percent of those dropped from SoonerCare were white, 18 percent were black, 13 percent were American Indian, 10 percent were Hispanic and 1 percent were Asian.

Sixty-two percent were children.

Health Care Authority Chief Executive Officer Mike Fogarty said those percentages were in line with those for SoonerCare as a whole, which covers more than 600,000 Oklahomans.

"This leads us to speculate, if not conclude, that this has become a requirement that some people have had difficulty overcoming," Fogarty said. "There has not been a problem with an invalid case load."

Fogarty cited a U.S. House Oversight Committee report that said states already implementing the documentation requirements have saved only 14 cents in benefit expenses for every $100 in administrative expenses.

The Health Care Authority does not know the citizenship status of any of those dropped.

The new law requires those applying for Medicaid or renewing eligibility to provide proof of citizenship and identity with a U.S. passport, certificate of naturalization or certificate of citizenship, or both a U.S. birth certificate and a driver's license or other photo identification.

The Health Care Authority said each SoonerCare client is notified at least four times of the requirement, but many apparently either don't understand or lack the necessary documents. Another 5,500 to 6,000 are expected to be dropped on the first of January.

"We are confident many of those folks will begin to pop up when they attempt to access health care and find out their card is no longer valid," Fogarty said.

Health Care Authority board member Tony Arm strong asked if hospitals and other providers can be reimbursed for care provided to someone dropped from SoonerCare and then reinstated. Fogarty said only if the patient is reinstated in the same month he or she is dropped.

"This has the potential to add to noncompensated care," Fogarty said.

Also at Thursday's meeting, Fogarty reported the number of Oklahoma children without health insurance has dropped by one-third over the past decade, largely because of increased enrollment in SoonerCare. Some 343,000 children were enrolled in the program last month, more than twice the number a decade ago.

SoonerCare will cover 32,000 births in 2007, more than half the state's new babies.

There are some who are envious of this original Oracle.They have no original thoughts of their own,they have no answer nor reasonable response so they resort to personal attack and and criticize some minor spelling mistakes and minor punctuation errors,but never answer the factual content.The above comment is a juvenile attempt by some one who has no answers or original thoughts.Now to the original Oracle's reaction and comment on the above news article.The parents are to blame for the lack of documentation for their children,and...gasp gasp..some parents use their children as a money machine at the expense of the taxpayers of the great state of Oklahoma.

If people cannot comply with the requirements, they do not need to be getting ANY assistance from me/us/gov. I help those people get this assistance and I say it is time to prove yourself to obtain it. It isnt hurting you if you cannot comply with the requirements. It only means you dont really need it. If you needed the assistance so desparately you would be able to come up with the documents. Thank you HB1804.

No documents, no benefits. If you don't have a copy of your or your child's birth certificate, you can get one for a whopping $5. It boils down to laziness, pure and simple. HB1804 is weeding out the needy from the lazy and illegal.

If these people are informed four times and they still do not comply with the regulations, then they don't deserve it.

Goes to prove that they are lazy in every regard. Get out and go to work. If you have a job, the less time in bed with your live-in boyfriend to make more babies for the taxpayers to support.

Ron Paul will abolish Medicare, Medicaid, and Social Security for all Americans and end the socialistic programs that keep people dependent!!!!!! Modern children spend all of their time playing video games and watching TV and become sickly!!!!! When our forefathers were children, they stood on their own two feet and worked hard in factories, farms, and mines and didn't depend on someone else to bail them out!!!!!!! It's called personal responsibility!!!!!!!!

Only one candidate will return Americans to their original constitutional liberties and stop the alien invasions!!!!

Tulsa World (or illegal world) needs to stop pimpin' illegals for their "articles". Are they honestly saying that people have no idea or know how to obtain a driver's license, birth certificate, or any document to prove citizenship? I read another article somewhere that these same people were warned 4 times that benefits would be ending and several letters were sent to these same people. Maybe these people don't exist if they fail to come forward.

A recent survey sponsored by the Brennan Center for Justice at NYU revealed that millions of American Citizens do not have readily available documentary proof of citizenship. Primarily women and the poor, elderly and minority citizens.

Anyone applying for any welfare program should be required to meet federal documentation requirements.

everytime tulsa world tries to write some spin supporting illegals, or anti hb1804, it has always served to further substantiate why illegals, and now in this case, lazy people leeching off of the system, need to be held accountable!! i mean, this article speaks for itself, read between the lines - these are lazy people who can't even acquire a birth certificate? all it takes is a freakin' phone call.

i raised 5 children and until they were 18 i kept their birth certificate,ss card and cdib cards. once they reached adulthood i turned everthing over to them. it's not hard to keep all these papers within reach. my purse is lighter now that they are all grown . it can be accomplished, all it takes is organization.

since when did only persons with health insurance visit the hospital??? You will still see them...just not with their medicaid card in hand.
