MUSKOGEE -- McAlester businessman Francis Stipe on Thursday pleaded guilty to all federal charges as part of an agreement reached as a jury was entering its forth day of deliberations in the case.
Stipe, 77, pleaded guilty conspiracy, mail fraud, witness-tampering and engaging in an illegal monetary transaction.
Prosecutors had alleged that $191,000 was steered from the state Legislature to buy property owned by Francis Stipe’s brother, former Democratic state Sen. Gene Stipe, for a dog food plant in 2002.
Francis Stipe was president of the McAlester Foundation, the agency that administered the state funds.
As part of the plea agreement, Francis Stipe will receive three years of probation, six months of home detention and pay a $500,000 fine.
Gene Stipe, 81, faces the same charges as his brother, but mental competency issues related to his dementia diagnosis have delayed his trial.
Should Gene Stipe face a trial, Francis Stipe will not have to testify against him as part of the plea agreement.
The agreement was reached Thursday after U.S. District Judge Ronald White temporarily dismissed the jury for a conference with attorneys.

I moved to Oklahoma in 1970. One of the first public names I learned was Gene Stipe, being investigated over some possibly illegal dealings. By 2008, these boys are just plain legends. The "Teflon Dpn" in NYC didn't skate through as many accusations without any meaningful jail time. That much ooze is almost to be admired. Or not.

Ahh...the ole basic "plea down" for the good ole boy! Okie justice at it's best! Home detention and probation...what a deal. Where's the penis pump judge when ya need him? Only in Okielahoma. Can hardly wait for the Gene Stipe's "deal".

It wasn't the prosecution who was in trouble. That's the only reason Francis pled. There's been one lone juror screaming "I just don't see the conspiracy!" loud enough for everybody in the courthouse to hear her for the last 3 days.

Francis pled to save his brother. That is how his family is. He has worked hard for his money and the Stipe family has helped many people.

Since he just pled guilty to the same charges brought against Gene, he didn't help his brother much at all. In fact it would be quite the opposite.
Gene will be checking into Springfield soon.
And sure, they've helped a few people along the way. They had to in order to continue "helping" themselves to your tax dollars. Good deeds don't take away from guilt of a crime.

McAlester still has those ugly home of Gene Stipe billboards at the entrances to town. Sure dosen't make me want to invest there! Old Gene and Francis got a lot of money but at a huge cost to the good people of McAlester. Just sad.

PEOPLE GET STIFFER PENALTIES THAN THIS FOR FIRST OFFENSE SHOPLIFTING.
I SAY THIS BASED ON THE ASSUMPTION THAT THE STIPES WILL FIND SOME WAY TO GET A GOVERNMENT GRANT FUNNELED INTO ONE OF THEIR BUSINESSES TO COVER THE 500,000 DOLLAR FINE.
TRUST ME. THIS IS NOT A FAR FETCHED ASSUMPTION.
BY THE WAY, WHY DID HE PLEA BARGAIN SINCE HE SAID HE HAS DONE NOTHING WRONG? HE MUST NOT HAVE MUCH FAITH IN GOD.

Are all of these Stipe people criminals? I cannot ever remember mention of them spending time with our penal institutions but hey, if you wrote the law you might as well break the laws too. These folks are the backbone of the good 'ol boy syndrome and will never waiver from this system. BTW, a dollar says he spends no time!

What's the Stipe boys done that hasn't been done by a large number of other politicians in this country on the state and federal level? If that's referred to as "Good ol' boy politics in Oklahoma", to be accurate, better change Oklahoma to America.
