Police inaction puzzles survivor
An Owasso man is searching for answers after his wife's death in a hit-and-run accident.

An Owasso man is searching for answers after his wife's death in a hit-and-run accident.



As a former police officer and fire chief, Bob Shouse believes that when a driver leaves the scene of an accident, that alone is cause for an arrest.

That's why he can't understand why the man who fled after crashing an SUV into his wife's motorcycle, causing her death, was never taken into custody and now might have left the country.

"My wife and I had a relationship that most people dream for," said Shouse, who lives in Owasso. "The whole family is in shock, and no one seems to be held accountable for their actions."

On the morning of July 28, Anna Shouse, 46, told her husband that because it was such a beautiful day, she would ride her motorcycle to work.

The administrative assistant at a Tulsa medical clinic shared her husband's passion for riding, and the two occasionally rode their motorcycles on vacation trips.

"She felt very comfortable on a bike, and the enjoyment you get from riding — the wind that blows through your hair," Bob Shouse said. "She was very competent, not an amateur."

Anna Shouse was riding south on North Mingo Road about 6:30 a.m. when a man, later identified as Pedro Urquta Contreras, made an illegal left turn onto Mingo, and the sport utility vehicle he was driving struck Shouse's motorcycle, according to a Tulsa Police Department traffic collision report.

A witness told police that after the collision, Contreras slowed down and looked back but drove on, reports show.

In the middle of the street, Shouse lay unconscious with head trauma and severe leg injuries.

She was taken to St. John Medical Center, where she survived on a respirator for the next four days.

Doctors told Bob Shouse on Aug. 1 that his wife's vital organs were dying and that organ transplants were not a possibility. They were unable to save her.

For Bob Shouse, who has investigated his share of gruesome crime scenes as both a fire chief and a police officer in Owasso in the 1970s and '80s, the hardest thing he has ever done is tell doctors that it was time to "turn that respirator off," he said.

Since his wife's death, he has been troubled as to why no arrest was made.

Less than 24 hours after the accident, Contreras called the police to his apartment and admitted hitting the motorcycle and leaving the scene where Anna Shouse was lying in the road, police reports show.

Leaving the scene of an accident, regardless of the severity of injuries, is a felony, Tulsa Police Detective Alan Franks said, yet Contreras was not arrested.

Shouse's eyes fill with tears as he tries to understand why Contreras was not booked into jail after admitting to the crime.

"In my years of law enforcement, the first thing you do is put the handcuffs on them," he said. "He left the scene of an accident with a person lying in the street."

Franks said the decision about whether to arrest Contreras "was up to the discretion of the officer" who took the report.

A Tulsa police report signed by Officer Demario Gay says that when Contreras was interviewed by police at his home, he told them he had left the scene of the accident because "he was afraid."

When asked why Contreras was not arrested, Gay said he was not present when Contreras admitted to leaving the scene and that it was his understanding that another officer had gone to get an affidavit that would have allowed police to make the arrest.

Gay said he did not know who that officer was.

The police report shows that Contreras, through the help of an interpreter, told police at his home that "he had no valid American driver's license."

Bob Shouse said police told him that the SUV that Contreras was driving that day did not belong to him and that Contreras' automobile insurance documents were bogus.

Franks said a warrant for Contreras' arrest is pending, but Shouse is not optimistic that the man who is responsible for killing his wife will ever be behind bars.

Police have told him that they suspect that Contreras has fled to Mexico, where they believe he is from, Shouse said.

Franks said he "can't confirm or deny that."

The lack of information coming from police has frustrated Shouse.

"I am not going to sit here and think my case is the only one, because it is not," he said. "But if their workload is so heavy, we need more officers."

What Shouse wants is justice.

He also needs time to recover from the pain that comes from losing a loved one, he said.

A home that once was filled with companionship has been replaced with sorrow and loneliness.

"I sit around the house, and it's quiet," he said. "It's not supposed to be that way, and it's emotional.

"It's devastating to lose a family member like that."

man, whichever officer was responsible for not arresting that "undocumented immigrant" is a JOKE as a law enforcement officer. and that "undocumented immigrant" needs to be doing prison time. my heart breaks for that ladys husband and family.

I know some of the Shouse Family and my heart goes out to them . They are just a loving family who have so much hurt going on. May justice be done for Anna. I know her grandkids miss her and so much. It is hard for them to understand how such a wounderful person is taken from them. My prayers are with you all.

This man is right in saying that we need more officers,but they make it really hard to become a Tulsa police officer. I feel for this man and everything that he has gone through. Bless you!

Welcome to the world of "sanctuary city Tulsa"...the stated policy of mayor Kathy Taylor and police chief Ron Palmer. It's "hands off" for these illegal invaders in Tulsa. Tulsa is becoming a miniature version of L.A. and San Francisco with all the accompanying illegal immigrant problems. Even with blatant examples like this one, Tulsans just don't seem to care. It also points out the incompetency of the TPD when its officers can't even process basic arrest procedures properly.

It is so "strange" that the Tulsa Police department has a policy that apparently was avoided. Why and by whom? these questions need to be determined as soon as possible. The chief if following the Mayors doirections instead of following the laws should be removed from office until a complete investigation reveals who screwed up. The officers must follow the law or Tulsa was decieved by certain public officals. Tulsa World should step up and emand through their rights to public records the facts and who allowed this felon to go back to Mexico. And we say we have laws to protect the innoncent? yes but maybe they are in spanish and the officers no speakm spanish.

Hit and runs have increased since the Dept. of Public Safety started being used as a court of law. The taking of driver's license does not stop a person from driving. The Dept. of Public Safety should go back to looking after the publics safety and let are courts punish offenders.

Someone was present when he admitted his crime. There is no doubt in my mind that a citizen would have gone straight to jail. The citizens need to quit being so quiet about nothing being done about the illegal aliens.Just keep on doing business with companies that hire illegals and remain friendly and courteous when you see them to insure that they will remain here illegally.

Bob, our prayers are with you. Have you contacted Sullivan or Inhofe, this is larger than the local police, a thorough investigation must be done, extradition, and an investigation of the Owasso Police Department. (My thoughts)

Anna Shouse was an angel here on earth. I cannot believe that because of someone that has no right to even be in this country, she is no longer with us. The police department needs to take responsibility of their actions, or lack there of. They need to continue searching for this man and hold him accountable for his actions.

I have one more comment to make about this whole thing. It doesn't matter whether you are mexican or american, leaving someone in the middle of the road to die and not stopping makes you a poor excuse for a human being. Whether you are caught here on earth or not, you are going to have to face what you have done.

This is just unbelievable. I can only imagine how Mr. Shouse must feel, losing his wife, and now this.

Why was the man that killed Mrs. Shouse given special treatment?

Guywire - That's an excellent suggestion. This situation certainly warrants an investigation by someone at the top who's job it is to care.

Anna was an awsome person my mom spent lots of time with her. She was always willing to help you if she could and always there with a joke to make your day better. She could also make you blush with her since of humor she will be miss greatly. Bob my moms name is Debra and we are all behind you dont give up we will make sure this guy pays for what he did. Anna Was the best Shopping,Beading, Eating, Christmas, And just all around Budding. Because of her loss, she will be missed dearly. whether you where eating at olive garden, or hanging christmas lights. She would always putting a smile on your face. The way she left us was unacceptable, the police should have known better then to leave without an arrest. whoever did this needs to no the pain he cause our family. she was more than a person she was a light on earth. you will be nissed dearly aunt anna!! ♥ i will miss you! luv, tay

Why is it so hard to undestand that the police have no interest in pursuing any incident that there is no money in! they are not going to chase some guy into Mexico when it is going to cost them money and not make any back.
The DA is and the Government is only going to do things that will make up for short falls that they cannot steal in tax dollars.
My heart goes out to this gentalman over his loss. But the fact is they arent going to chase a money losing Mexican.

Numerous times in my youth I was arrested both for misdemeaners and felonies and don't remember the police getting an affidavit to arrest me. Maybe I am wrong, but I think you can book someone who admits to a crime without a warrant and affidavits are used to obtain warrants.

With this so called "HANDS OFF POLICY" that the city of Tulsa has, it makes me wonder if it would still be in affect if a tragidy like this happened to his wife, sister or daughter. Just how would they feel. I feel as though the police dept. didnt try to do their job and alot of mistakes were made upon their part. Is it because it wasnt one of their own family members? Is this the reason the guy that did this to MY SISTER is still running the streets?!!!!! Someone has to be held accountable!

Tulsa does not need more police officers. It needs the officers it has to do their job!!! They should spend their time arresting VIOLENT offenders instead of prostitutes, etc.

The officer, Mr. Gay, should be introduced to a grand jury and be held accountable for his in-action, up to and including dismissal. Mr. Gay is not up to speed on his knowledge of state and local statutes which empower him to take appropriate measures in law enforcement matters.

I know of several crimes that the TPD has done not one thing to solve. When they were on the scene they didnt even take finger prints! Its not like on tv and Im suprised an ex police officer doesnt know that. If your not actively on the force your just like the rest of us. Unless the case will make history or get the TPD on tv or the DA ...then they really dont care. Wouldnt want that DAs office working to hard now would we?

A few months ago I walked out my back door to see three men breaking into my neighbors house. I called the police and they said they would send units and they told me to lock my doors and go back in my house. ONE HOUR and FORTY FIVE MINUTES later, they showed up and it was to late, everything was gone, they looked at the ground and then looked in the house for a while and closed the door and put some tape up and left their card and then left the scene. I was there the entire time. No finger prints were taken, no pictures were taken, nothing was done. They asked me if I saw where the men went and I told them they ran thru the field in the back of our housing addition... I figured they would have went to search the field or something but nope, when they left they left back to the highway and not one police officer went towards where I pointed.

Anna was my Mom for over 11 years. Robert Shouse, my Dad, finally found happiness when he met Anna. This person (I won't call him a man), who admitted to a Tulsa Police Officer that he was the one who hit my Mom, took that happiness away the day he left my Mom (and the only Grandma from my side of the family that my two children knew and loved so much) laying in the middle of the street after he hit her. I have been serving my Country for over 20 years while my wife, Sheila, and my two children usually wait patiently for me to return from some far away place; just as my father did and his father before him. Like the Oklahoma singer, Toby Keith, says; "We don't do it for the money". The reason we do it is to protect the American Way of Life and defend the Constitution of the United States. This is my 2nd tour of duty in Iraq with the 4th Infantry Division. My father always told me that everyone is responsible for their own actions. If I do something wrong, then I get held accountable. I live by his example every single day. I do not think that our family is asking for too much, especially with everything that we (our entire family) have given to this Great Nation of ours. I love you Dad. Please rest in peace Mom; we will not rest until justice is done.

TULSA PD CHIEF RON PALMER HAS LOST ALL OF MY RESPECT !!!

He sold his previous respected status for an "At Will" job and he "SERVES" this liberal mayor quite obviously.

This police department is getting more lazy and incompetent with each and every year. Most of the officers are good folks, but I have several TPD friends that tell me there has been an unwritten 'hands off policy' (sanctuary city policy?) when it comes to illegal aliens.

Stanler Glanz is doing his job well by checking those arrested for immigration violations. However, if those bleeding-hearts on Tulsa PD don't arrest felons or hit-n-run drivers and JAIL THEM, then the Sheriff is prevented from having them deported.

It is time for the citizens to recall this arrogant mayor and it is aslo time for the city council to DEMAND some changes.

I am a 65 year old female and come from a generations of cops. Stories like this one enrage me to no end. To start with I am against the illegal "aliens" in our country. They need to get in line at Ellis Island like all sides of my family did. I worked many years and expected my Social Security to help me survive retirement. But enough of that, this illegal felon criminal needs to be caught and prosecuted to the full extent of the law. It calculates MURDER to me. The nerve of him slowing down and looking at a WOMAN, laying on the ground broken in pieces at his behest, and he with no licsense, insurance nor registration for probably a stolen vehicle. TRACK HIM DOWN, TULSA, AND BRING HIM TO JUSTICE. He wouldn't want me on his jury, I promise you. I truly hope there are jurors in Tulsa who agree with me.

This tragedy occurred to my dad see I am Bob’s youngest son he has four. It breaks my heart to know he is suffering like this and the wheels of justice refuse to turn for him. Of all people he has done nothing but serve his country and community his whole life. I live right next door but he and I have been miles apart for the last 18 months. I have wanted to reach out to him since this happened so maybe he will read this. I love you dad I am so sorry for your loss. I am not going to sit here and say how much I loved Anna everyone would know that is a lie but she did not deserve this treatment and my heart truly goes out to her family especially her sister I know how much she loved you she always talked about you. So where we are now is this the “Bad guy” got off scott free and nothing is being done I hope everyone will contact the news media and get this heard. My dad is a American hero he deserves justice above all else. And if you read this I do want to give you a hug and tell you I love you. You deserve that as well and I deserve to have a father.

My thoughts and prayers go out to the Shouse family. I pray that you find some peace in this time of loss.

However, this is not unusual in this day and age in America. Everyday 25 American citizens are killed by illegal aliens. Do the math, that's more people then were killed on 9-11 and more than have been lost in the war in Iraq. And that is every year!

American citizens need to start suing the cities, counties and states that offer sanctuary to illegals, which is against Federal law. The wife of the man and his two sons that was killed in San Francisco has filed a lawsuit. I think we need to see more of this and then maybe our politicians will stop granting amnesty.

I see a lot of passion here, why don't you take it one step further and contact the chief, mayor, your state reps and anyone else you can put pressure on to change this outrage? I live in CA and we have LA and San Francisco that some citizens are putting pressure on, not enough as yet. It will never change if we, the citizens do not let everyone accountable know that if sanctuary policies are not eliminated then they will be looking for a new job after the next election.

I live in "Mexifornia" (formorally California).
If you think this situation is BAD, you should see what is going on in
San Franpsyscho and Lost Angeles.
In my opinion, the police officer, Mayor and City Attorney should be
prosecuted to the fullest extent of the law. Being a "sanctuary city"
is ILLEGAL just as much as the ALIEN who did the crime. Both are
federal offenses.
All the above should be thrown in jail for not less than 20 years for
their participation in this crime.
I feel so sorry for the VICTIMS which I feel will never get real closure
due to the illegal activities of the local constabulary.

Uncle Bob, I am so elated they finally got off their butts and went and picked up this (jerk) ---trying to keep this clean---. Sorry it took this much time and outrage from everyone for them to do it. He needs to be prosecuted and sent back to wherever he came from. We are all gonna be there for you during the rest of this ordeal. It won't bring Anna back, but at least it will give you some sort of closure. I love you, and the rest of the family, with all my heart.

This is just more of the same 77,000 Americans have been killed by illegal aliens since 9-11. This is at some point affect every one of you eventually if you do not help with the anti illegal immigration movement Pro enforcement. Do you want to wait like this man to experience the personal pain he is going through because of mass numbers of illegal aliens are living in this country and That is at least 30 million of them. How long do you think it will take before one of your own family members cross paths and be killed by illegal aliens. Will it be your wife or your husband or one of your children. Take a good look at your family and imagine yourself getting a phone call one of these days and they say I'm sorry but I must tell you one of your loved ones has been killed. We are still trying to find who did it . We found him but now we have to get an interpreter to find out how he killed your child or wife or husband. May you receive God's peace Mr Shouse,in the name of Jesus.
First it is not racist to seek justice against anyone no matter who they are. Second,if you believe there are not thousands of us here in the Tulsa area that aren't working to resolve these issue's then you are blind or just dont care about our city and county.The hands off policy must be thrown out,the Mayor and Palmer MUST go and yes we need more police officers. By the way, wasn't that what our Mayor promised in her campaign ?Now more of what few officers we do have are being diverted down town to the arena and business district along with our taxes. So if you think for one minute that you citizens that live outside that area mean anything or even count then you better wake up and smell the coffee. OUR family's are being murdered,YES i said murdered, in their homes,in or on their vehicles,on the playgrounds and still most people will say nothing until it happens to them. I have an idea. How about doing something NOW before one of your family members become the next one, and yes there will be more until people wake up and say enough of this and change your Mayor,City Council members and our City Charter. DO NOT re-elect any of these elected or appointed officials to ANY office. They have already been in control to long.It is time to clean the plate and get active. PLEASE, the time to wake up is now. These are senseless killings. DON'T become the next to lose a loved one.

I believe that a NORMAL human being would not even leave an animal to die in the middle of the road after hitting them. What does this say about this non-human person ? The our police officers would not arrest this non-human.What does that say about our city government and some leaders of our police dept. Get rid of all the chiefs and let the regular people do their jobs.This next election ALL and i mean ALL must go.. They had their chance to take care of business but lied to us and left our city in the hands of illegals,gangs,corrupt politicians and appointed officials.GET new Mayor,city councilors, county communistioners and eliminate almost all boards,authorities,commissions,trust and committies. LETS CLEAN HOUSE!!!

Another outrage. I read with horror an article that Mexico is "urging the United States to release a $400 million package of anti-crime aid." How dare our leaders spend our money this way? How dare they? We already support over 20 million Mexican citizens, why are leaders giving away more of our money to them. Let them kill each other, but don't send them my money. And, get the illegal, thieving, invadling aliens that you lete in OUT of my country. What's it gonna take before people call the White House, senators, congress, mayor, police chief. Just do it! Demand that our laws be enforced and our borders secured.
