Why would any one think they know what these scores mean.
How would a parent or student know if their child has a score that means they are on track to be ready for college? How would any one know where the line for being below the 25th percentile lies? Can we expect an improvement in ACT scores? Is this just because we teach to the test? Are we really going to deny graduation to so many children? With test scores up and down so much, are we really going to use them for teacher evaluation?

what they mean, Joe. Testing companies like Pearson Publishing have once again made millions of dollars in Oklahoma. If people trusted teachers to be teachers, then grades would mean something again and observing a child's progress over a full academic year instead of one testing day would be the norm again.
