Report looks at kids left behind

The ability of local groups to serve immigrant families after a federal raid is paramount to reducing trauma in children left behind.

A report released Wednesday by the Urban Institute and National Council of La Raza details the impact of company raids for illegal immigrants. The report focuses on how the children of the parents fared in the short term, and how the communities responded.

With Oklahoma House Bill 1804 becoming law on Thursday, researchers say any effort to hamper local responders will create further chaos after the raids. The bill makes it a felony to transport or shelter any undocumented immigrant.

"I cannot see how it wouldn't create a crisis," said Rosa Maria Castaneda, research associate at the institute. "Our research clearly shows that the response by the local agencies, public and private, is very important and a big assistance to families. Further implications and consequences could arise because of the state legislation."

The report analyzes the aftermath of raids in Greeley, Colo.;

Grand Island, Neb.; and New Bedford, Mass. It did not give an opinion about the use of raids.

"There are consequences for children, and most of them are U.S. citizens," Castaneda said. "That should be part of the consideration in the U.S. immigration enforcement efforts. The children are lost in the process. The children's needs should be considered and weighed."

For every two immigrants arrested, one child was left. Most of the children were 10 or younger. In New Bedford, Mass., about 71 percent of children were younger than 6.

Two-thirds of the children were U.S. citizens, meaning they are eligible for public benefits such as food stamps or Medicaid.

The children were without care, often stranded at schools and child-care facilities.

The report states that the burden of caring for the children separated from their primary parent largely falls to local systems.

Schools quickly mobilized in the communities to make sure bus drivers did not drop off children at empty houses, and some schools used classrooms as shelters for children, the report states.

Families usually turned to churches and religious institutions for help because they trust faith-based groups, the report states. Extended family members, some of whom also were illegal immigrants, would take in the separated children.

"Overall, the local response particularly by churches and faith-based organization and community leaders helped avert a bigger crisis of the children's well-being," Castaneda said.

"The families will seek assistance first from faith-based groups before public social service agencies. They trust the church. They feel safe, do not feel they have to show identification or feel judged. They can also seek spiritual nurturing and support."

Families faced economic instability after the arrests because of the loss of the primary breadwinner and costs associated with the immigration process, the report states.

The families were reluctant to approach social service agencies for help, fearful of more arrests of family members. The immediate needs were food, baby formula, diapers and clothing.

"On the days and weeks following the raids, families often hid in their homes and needed organizations and leaders to bring assistance to them," Castaneda said.

Nearly all the children showed behavior and/or emotional change, she said.

"The separation from their primary parent came with a change in child care followed by economic deprivation," Castaneda said. "All of those create multiple risks for mental health problems."

The emotional, behavioral and mental health changes in children are short-term impacts, Castaneda said. The institute plans to do further studies on the long-term effects.

Preparation for caring for legal immigrant children left behind

  • Make efforts at the federal level to ensure children are protected during worksite enforcement and other operations.
  • Immigration officials should assume children will be left after raids and have a consistent plan for releasing parents.
  • Single parents and primary caregivers should be released early enough to avoid child-care interruptions. They should not be held overnight.
  • Schools need a system to make sure children have a safe place to go after a raid.
  • Social service agencies should prepare plans to assure immigrant families they can seek emergency assistance for the children left behind.
  • Social services and economic assistance need to be provided over a prolonged period of time, until parents are released from detention.

How many criminals children are left behind when they rob or kill someone???? I dont see anything in this story about them. Is this a racist article???? Where is the parents responsibility for this. If they would have obeyed the law this wouldnt have happened. Sorry kids your parents are criminals.

THE VERY REASON WE WANT THEM OUT OF HERE. PROBLEM AFTER PROBLEM AFTER PROBLEM. No thanks send them back a swiftly as possible before they have anymore kids!

This is not the State's fault. These are the natural consequences that flow from the act of being illegal. The parent is responsible for their children. That includes making the decision to be here illegally. It's tantamount to child abuse.

Of course, we have to do something with the children. But the illegal parents caused the problem, not the law. It's sad really.

Parents leaving their children at day care and schools? Only to try to gain sympathy. NO officer picking up the parents would just ignore a child somewhere unless the parents chose not to tell them.

People will say and do anything to further their cause and make themselves look good.

We must be aware that the extremist organization of "LA RAZA" is very radical in their idealogy. These political zealots believe that the Southwestern portion of America belongs to Mexico. In addition, you should know that U.S. Taxpayers support this radical entity, along with open-border corporate donors.

When the parents put their children in harms way by breaking the law, they need to be punished.

It is traumatic for kids of our citizen criminals, to watch their parents go to jail too, but I do not see the illegals bring up that subject.

This arguement is another smoke screen. Illegals you are breaking the laws of this Country. Take you children and go home before you end up in jail too.

Yet another example of the American taxpayers get stuck paying for the illegals, this time for their children. It is the illegals who put their children at risk by making a conscious choice to break our laws and by being in the country illegally. It is not the fault of the government for enforcing the laws. These parents are pathetic in that they will put their own children at risk. Why aren't they taking them back with them?? These people should be ashamed for screwing up their kids lives.

Probably most children of people who are arrested are cared for by relatives or family friends. If not, they go into foster care until the parents are able to care for them again. I don't see any reason why these children's cases will be any different, except their parents will not be allowed to have more anchor babies. l

If you as a parent, subject your children to seperation while you are commiting a crime, that is exercise of bad judgement on your part and does not demand that we assume responsibility of your obligations. LOVE and PROTECT your child, let your heart be your guide, GO HOME.

Why are these people leaving their "ANCHOR BABIES" behind? The unspoken truth. They have no more use for them. If they can't use them to keep them here, what good are they? Yea, just another problem these "ILLEGAL ALIENS" caused. Maybe the parents should put a new spin an the program, "NO CHILD LEFT BEHIND". For those reading this, how many of you would leave your child behind in another Country?

What part do you NOT understand? These children ARE American, born in this country WITH our rights. When the parents are picked up the police can NOT go and get EVERY child. There were over 500+ left in Florida alone!!!!

As American citizens the American government does NOT give them back. Because as American citizens the American government wants to give them the American life. The only children given back are the one's born outside of this country and it takes up to 6+ months for them to be re-united.

It takes up to 6+ months for them to be reunited? How many of these ILLEGALS left their children behind when they came over here? The parent will leave and come over to OUR COUNTRY and then the kids will come over. How long are they separated then?

And in order for a child to be an American citizen at least one parent should have to be American. What would happen if you and your family were on vacation in Mexico and had a baby? Would you then consider your child a Mexican citizen? Or would you say hey I am an American so my child is also American.

I for one am tired of paying for illegal immigrants. That includes welfare, food stamps, housing, medical and childcare. If their parents love them they would take them with them to care for. I would never leave my children behind to be cared for by strangers, why do they? And why didn’t they leave before the law took effect? Did they think we were joking? That we would not enforce the law just because they have been here illegally for years.

Well now the free ride is over! America needs to take care of America first! When every American has a house to live in and food to eat and a job to pay their bills and their medical needs taken care off then, and only then should we start worrying about others! When not one more American senior citizen dies in the winter because they don’t have heat to stay warm then we can start helping others. When every American child has food to eat, a bed to sleep in and can go to school then we should start helping other country’s children.

I fought for America, my father fought for America and two of my son’s are now fighting for America, for Americans, not for thief’s in the night who invade our country to steal the freedom that Americans have fought and died for. If they want American rights they need to come here legally and earn them! Otherwise they are simply trespassers on American soil.

I can not believe so many mean people live in the united states. If these children were your nephew or niece, or grandchild, would you allow or speak such harsh words. These harsh people can surely not be believers of God or have a heart. Have you ever been to Mexico and wittnessed their situation. They are willing to die to give thier families a better life here. I pray for your ignorance.

To recieve food stamps or medicare you need a sicial security number. Therefore only lazy Americans use food stamps or medicade. Also do you have any ida how many hispanic soldiers have lost their lives defending America and are still their fighting now. Then they award them citizenship when they come back dead. What good is it to them? American first tresspassed on Mexican soil. Just like Oklahoman's tresspased on Native American soil. The Sooner state? The tresspasser's state more like it. Those whom feel justified that tearing apart families is okay, defending their views by stating these people are breaking the law, should have to be the ones that that go into these schools and explain to that 10 year old girl why her family is being split up and that she will have to leave her school, her teachers and all of her friends and either go to a country who's language she doesn't speak, or go into the foster care system. So many people claim they believe in family values but do not hesitate to support laws that split up hispanic families. Whatever happened to justice tempered with mercy? American children are being hurt and neglected by "immigration reform". Why should the children pay for what their parents do or don't do? I believe in a higher law and that is God's law. God's law outways Oklahoma's law. The Bible tells us that we should help foriegners and love our neighbors regardless of their skin color, race, or immigration status. Often I ask myself, "what would Jesus do?" Would Jesus tear apart families and hurt children? I don't think so.

IF you have your child on another countries soil, such as Germany. The child has until 18 years of age to decide which they want to be. Trust me I know. I was born in another country to two AMERICAN citizens, as was my cousin's child, who is in the Army and born to two american citizens!!!

And at the age of 18 you decide WHAT you want to be!!!! OR some get dual citizenship. How bout you go vacation in Mexico, have YOUR child and they get to keep it. See how YOU feel then?
