BA superintendent, officials at odds
The school board will hold a special meeting to discuss removing Jim Sisney from his job.

The school board will hold a special meeting to discuss removing Jim Sisney from his job.



BROKEN ARROW — A special Broken Arrow School Board meeting has been called for Monday to discuss the suspension or dismissal of Superintendent Jim Sisney.

Board members Sharon Whelpley and Shari Wilkins called for the meeting, which is tentatively set for 6 p.m. Monday. The meeting time and date isn't finalized until the agenda is posted Friday afternoon.

"I don't know anything morally or ethically Jim Sisney has done (to warrant this)," said board president Terry Stover. "We should be focusing on the 16,000-plus students, our teachers, our school system."

Board members Wilkins, Whelpley and Maryanne Flippo did not comment because some of the executive session agenda items concern personnel issues.

Broken Arrow has no schools on the school improvement list, and test scores continue to rise, Stover said, so he sees no reason to suspend or terminate Sisney.

"This will rip our community, not just our schools, but our community apart," he said. "I believe it's wrong."

Board member Stephanie Updike agrees.

"This is pretty incomprehensible to me. It's disheartening and terribly sad," she said. "It's not about board members or Jim Sisney. The losers are going to be the children."

Updike said many teachers and parents are also upset by the prospect of the board terminating Sisney.

"If Dr. Sisney is railroaded out, we will lose
an enormous amount of talent with him," she said.

Other items on the agenda include not allowing the public to comment on agenda items and terminating the school district's contract with the Center for Education Law based in Oklahoma City.

Julie Miller, general counsel for the Oklahoma State School Board Association, said it is legal for the school board to prohibit public comment and cited a 1998 decision from Oklahoma Attorney General Drew Edmondson.

Still, the item doesn't sit well with Stover and Updike.

"I am appalled that a public body would put a gag order on the public," Updike said. "That's incredible to me. I know the public is pretty outraged by that."

During a special board meeting Aug. 12, the board voted 3-2 to hire the Tulsa law firm Rosenstein, Fist and Ringold as legal counsel in addition to the Center for Education Law, based in Oklahoma City. Doug Mann, attorney with Rosenstein, Fist and Ringold, has been present at several board meetings.

In August, Flippo said the reason for the additional legal counsel was because the only people authorized to speak with Center attorneys were the superintendent and the board president.

Wilkins said she also had concerns about attorneys from the Center in terms of them breaching attorney-client privilege and the timeliness of their commitment.

It is sad to see three board members with their own agenda. They have hijacked meetings, made deals under the table. They should be the ones who are help accountable to the parents not Dr. Sisney. Why is it we can recall members of congress, mayors, councilmen and women even our own governor but we can not do this with our THREE board members. They are like little kids at a play ground who do not get their way and cry all the way home. Ladies grow up and think of our children and their education. You entered office wanting to do good for the students of Broken Arrow but now you are taking away (attempting to) from them a good man.
What is even more upsetting is these three board members are attempting to take away our rights to speak at our own board meeting. SAD SHAME ON YOU. Maybe we should remember this when they run for re-election and allow them not to speak on our childrens behave.

It is sad the board members who are calling for the vote are not even taking phone calls to hear the citizen of Broken Arrow. Sad to see they do not want to hear from the people who placed them in office. Time to ask a judge to consider a RECALL!!!!!!!!!!!!

The more I see from public schools the more I hope I can afford to send my grandchild to a private school. I know private ones aren't perfect, but they've got public schools beat in every direction. Come on, BA, get something done here so that we can all stop reading and hearing about the infighting and whining from all parties involved. I doubt if any of them are completely wide-eyed and innocent. Maybe the adults could sit in on a kindergarten class one day and see how the kids resolve things because the children couldn't do any worse than the "adults" that are supposed to be leading them.

My children no longer go to BA schools but I have had a run-in with Sisney. He had no solution to the problem at hand, he merely found fault with me and defensively blustered his way through the conversation.
If this is how he runs things, then he needs to --as my great-grandma would say--"Take his foot in hand and start walkin'."

I've read on the comments section of a September 30 article at the BA Ledger that stated the reason that there will be no public comments allowed is because at the last special meetings, Dr. Sisney's attorney, Mr. Richardson, inappropriately used most of the public comments time and they want to prevent that from occurring again. Here are the poster's comments:

I do believe that public comments have been shut down for this special meeting because Dr. Sisney's attorney spoke at the public comment section in a previous special meeting to something totally unrelated to the issue at hand. Mr. Richardson lectured the board members as to the worth of Dr. Sisney etc. He misused that public comment time. He will have plenty of oppurtunities to speak on Dr. Sisney's behalf at the special meeting at appointed times. The two board members that called the special meeting have not been able to respond to any of the scathing remarks against them. They know their duty; keep silent on personnel issues. Mr. Richardson has effectively shut down public comments at the upcoming special meeting becsuse of his previous behavior. The public voted these members into office. Majority rules. Since this all became public in early July, I've heard and read plenty of public comments. There have been blog comments such as this. There were letters to the editor. There were interviews on television of Dr. Sisney, his supporters, and some against Dr. Sisney. There have been internal emails from Dr. Sisney that became public. There have been PTA Council emails and comments. There have been PTA officer discussions. There have been business people making comments and filing lawsuits Since July, there have been plenty of comments made at the appointed public comment time. There will continue to be public comment time via, newspapers, television, phone calls. etc. All board members have received hundreds of phone calls at home. Now it is time for the majority board members to act. So, your opinions have been heard and will continue to be heard. But, put the blame where it belongs, square on Mr. Richardson shoulders! In order for this meeting to be serious and not a three ring circus, Mr. Richardson has to be confined to speaking at appropriate times. When all of this is all over, the supporters of the three BOE members will come out of the woodwork since they will not be afraid of losing their jobs!

I also would like to point out that the Tulsa World published official documents on September 3 regarding the lawsuit that Dr. Sisney filed and within these documents is a lengthy response from Air Assurance rebutting the charges that Dr. Sisney has leveled against their company and its owners. The public would do well to read that letter, which includes detailed references, including PO numbers and order dates, etc.

You can find it on a link to this PDF document at the top of the page of the 9/3 TW article entitled "BA Superintendent Files Lawsuit."

I think there will be many people present to watch and listen at Monday's board meeting, including me, to determine what is going on in the BA school district. The meeting may also be televised on the education access cable channel 20. Can anyone confirm this?
