Church officials are concerned about the impact on their congregations' families.

Oklahoma's new immigrant law was affecting Catholic Hispanic ministries even before it took effect Thursday.

House Bill 1804 cracks down on illegal immigrants and those who hire or help them.

"By August, 10 percent of our families had left," said the Rev. David Medina, pastor of St. Francis Xavier Catholic Church, 2434 E. Admiral Blvd., Tulsa's largest Hispanic congregation. That figure now has grown to near 20 percent.

As director of the Hispanic Apostolate of the Diocese of Tulsa, Medina oversees all ministry to Hispanic Catholics in eastern Oklahoma.

He estimated that 90 percent of the St. Francis congregation is Hispanic and of that group, 60 to 70 percent is in the United States without legal documentation.

He said attendance at St. Francis Xavier dropped this year from 8,000 a weekend in 13 Masses to about 6,000, as members anticipated what the new law would do. Many have left

for other states, and some have returned to Mexico or other nations from which they came.

Most left because they feared their families would be separated under the new law, he said.

Some have been fired by employers who fear they could be charged with a felony under the new law, and others have quit their jobs.

"It's creating a lot of fear and confusion," Medina said. "They don't know what to do. It's creating a lot of stress on the families."

Medina said HB1804 has been a major topic of conversation among Tulsa Hispanics.

"They feel persecuted, not understood and not welcomed," he said. "They feel their labor here has not been valued."

Children are asking why their parents are not welcome in the United States, he said.

"There's a lot of pain in my soul," said Medina, a native of Guadalajara, Mexico, who has been in the United States for 10 years.

"I see how people are suffering. All I can do is bring them comfort through my ministry," he said.

Turmoil caused by the new law is affecting the life of the church, Medina said.

Many of those who have left were volunteers in the church. They taught Confraternity of Christian Doctrine (CCD) -- Catholic religious instruction -- and ran or worked in a variety of programs.

Many were bilingual, he said, and helped people deal with schools, hospitals and other institutions.

"We've had to drop some programs."

Medina said fear has changed Hispanics' social life. Many are staying home for fear that they will be apprehended and deported.

People are afraid to associate with illegal immigrants, take them to church, to the hospital, or to the grocery store. Some are afraid to take their children to school.

Bishop Edward J. Slattery, who conducted a Mass in support of immigrants Wednesday night at St. Francis Xavier, said before the Mass that many lives are being disrupted by the new law, especially children who are citizens and whose parents are not.

"It borders on cruel," he said.

As a bishop, and as a Christian and a clergyman, he said, "I must serve God's people, and the people of God extend beyond the borders of the United States."

He said America needs a unified federal immigration policy, not a patchwork of state policies.

If those with their collars turned backward and call themselves reverand spend time trying to influence legislation and spend their time and donated monies opposing the enforcement of state laws then take away their tax-exempt status.Could the drop in donations be one of the reasons for the opposition to the laws of the state?

What is it about "illegal" that the clergy and immigrants don't understand?

"It borders on cruel," he said.

What is cruel is having to pay to subsidize the cheap labor that businesses want in this country. What is cruel is them not paying people a decent wage and that is what got us into this situation in the first place. U.S. citizens are willing to work for slave wages, so the business gladly hired those coming illegaly into the country. They are the businesses "dream" and taxpayer's "nightmare." When have any of you seen someone working at low wage jobs being able to support himself/herself, let alone a family. This is disgusting.

Borders on cruel???? Why? Because they are afraid? Why? Because they are here illegally? Why? Because they chose to disobey the law? Because they "cut in line" in front of their own countrymen waiting to immigrate legally? Doesn't it all come down to choice? THEIR CHOICE????

The USA has a flexible cap of 675,000 immigrants a year. The key word is flexible. If we need more workers, we can raise the cap.

Come, we do need you, but we need you here legally.

Don't be fooled, the Church is a business too. When these people see their donations flying out the door they freak out and are trying to stop the reverse flood now.

What Bishop Slatery said is true. Not being able to continue earning a decent wage is cruel. And, seperating children (US citizens by birth) from their parents is a cruelty they'll after answer to God for!

That's what I - a 38 year-old, white, conservative guy - think about this.

And to everyone who has commented about the Bishop/diocese taking their stance because they don't want to see Sunday giving reduced...PLEASE! I'm really sure the mexican-churches gave huuuuge sums of money. PLEASE!

This is indeed a sad time for many. Jesus himself is very saddened for HIS disciples "Priests" are ignoring an important issue> Jesus stated when in Rome you do as Ceasar has stated, you must follow the law of the land Unfortunately even arch Bishop Beltran spoke out saying " I AM ABOVE THE LAW" I WILL TELL MY FLOCK TO DISOBEY THE LAW". Where do they think the laws come from? If they are not happy with the law, chage it but do not break it. Look at the prisons , every person in there has broken a law and now paying for it. How do you think they feel to see a PRIEST or bishop say" BREAK THE LAW"

if you do not agree with it. Please lets get back to following the laws before complete rebellion in the strets occur. Pray not fight as Thomas merton would say. jesus says LOVE YOUR BROTHER AND SISTER AS YOU LOVE YOURSELF. I guess too many do not love themself when they stand up and say "BREAK THE LAW.

Hey, Rev. Medina. Why don't you move your church to Mexico? Take ALL the "ILLEGALS" with you...including the "ANCHOR BABIES". Leave the "LEGAL" Hispanics behind...unless they want to go.

There has been over 2,000 people that have left Tulsa, Oklahoma because of these cruel laws!!! If you do not think there is an impact on that, then you must not think at all! There was a law in Riverside, New JErsey just like this one a couple months ago, and guess what? Riverside is empty! Lacking jobs, which makes the economy decrease! They took that law away once they realized it was affecting the economy. Who else is going to work the unplesent jobs here? THe senetors? For a minimum wage? I do not think so!!!

WE AS IN THE UNITED STATES NEED IMMIGRANTS!

Since the Mexicans had left I went looking around for some other helpers. After I passed all the wino's and derilects I finally thought I had found someone...but I couldn't hire this local white guy because he didn't have his social security card with him.

Oh well. Guess I won't hire anybody.
