City revises project list for stimulus package

The city of Tulsa has completely revamped its project list to be submitted to the U.S. Conference of Mayors for funding consideration in President-elect Barack Obama's economic-stimulus package.

It now totals $923 million and contains 33 projects, most of which were not on the original version in December.

Mayoral Chief of Staff Amy Polonchek said Tuesday that some of the projects are specific to the city and others are more regional.

"I wouldn't call it a wish list," she said. "Everything has the need documented and economic impact documented."

The largest project is the $172 million deepening of the McClellan-Kerr navigational channel from 9 to 12 feet for the Port of Catoosa.

Other items on the list are $60 million to extend the Gilcrease West Expressway, $80 million to build a Gilcrease West Arkansas River bridge, $30 million to expand and renovate OSU Medical Center, and $70 million to enhance the city's public safety technology.

Also requested is $200 million for city street work, $75 million for Arkansas River dams and improvements and $17.5 million for a regional collection center and recycling program.

Based on the guidelines set by the incoming Obama administration, all projects submitted for consideration have to be "shovel ready" and be completed within a two-year period. When that clock begins

is unknown.

The list bears little resemblance to the $725 million, 50-project version submitted by the city last month.

Polonchek said the initial draft was assembled quickly based on the city's Capital Improvement Program without knowing what the federal government would be considering.

Since then, Mayor Kathy Taylor and her staff have met with city councilors, state and regional leaders and Oklahoma's congressional delegation for input.

"This is a more thoughtful, focused and realistic list," Polonchek said.

City officials will continue to tweak the list until the 5 p.m. Friday deadline set by the U.S. Conference of Mayors, which will lobby for municipal funding. The deadline was bumped from Wednesday.

City councilors were briefed about the updated list during their Tuesday committee meetings.

Councilor Bill Christiansen said Taylor's participation on the U.S. Conference of Mayors' leadership team could help Tulsa's efforts.

"I think that will give us a tremendous advantage in what could be a competitive environment," he said. "We need to try to get the most bang for the buck from this federal program."

Taylor is traveling late next week to Washington, D.C., to attend the conference's winter meeting and then the presidential inauguration.

The deepening of the McClellan-Kerr Channel is a brilliant addition to the list. The future economic benefit of being able to container transload facility there is virtually unlimited.

Seems like a lot of pork! Seventy million to enhance the city's safety technology,dams in the Arkansas River,and two hundred million for city streets! The deepening of the channel at the Port of Catoosa makes sense as long as that draught is maintained for the length of the waterway.

Tulsa government, with Taylor at the helm, is immesurably stupid for thinking the answer is a bailout from the feds. Guess who gets to pay this back with interest? You do, your kids, and their children.
