Councilors' goals prioritized
Among the ideas are hiring more police officers and putting live video of council meetings online.

Tulsa's City Council has drafted a list of its policy and budget priorities for the next fiscal year that includes hiring more police officers, enforcing code violations more quickly and adding streaming video of meetings on the city's Web site.

Council Policy Administrator Jack Blair surveyed each of the nine councilors about their priorities in nine categories: public safety, economic vitality, citizen engagement, environment, human investment, neighborhood vitality, recreation and culture, transportation and organizational processes.

Then the priorities that were submitted were ranked based on which had the broadest council support.

"It's much like a legislative agenda," Blair said.

In the area of public safety — named the councilors' most-pressing category — the goals include fully implementing the CompStat crime mapping and resource allocation program, hiring more police officers, and implementing an electronic ticketing system.

For economic vitality, the top goal cited was recovering a half-cent of the state sales tax collected within the city's borders to use for Tulsa purposes.

Under citizen engagement, councilors want to integrate the live meeting broadcasts into the city's Web site and also archive them to be viewed later.

In the environment category, councilors would like to see Tulsa develop a uniform trash collection and recycling program. The city now offers different levels of service in different areas.

The top priority cited for human investment was securing a plan and long-term funding for indigent care in Tulsa, particularly at the Oklahoma State University Medical Center.

In the category of neighborhood vitality, councilors highlighted the need to increase code enforcement through a more proactive neighborhood inspections effort and promote infill residential development.

For recreation and culture, councilors want a comprehensive parks system plan pursued so that a vision that could be a reality is developed.

The council also listed the need to market actively the Port of Catoosa as an alternative to more energy intensive modes of transportation and the desire to make Tulsa's public transit system more effective.

To improve organizational processes, councilors want to fund an automated time and attendance system for the city's employees.

By identifying their policy and budget priorities, councilors are essentially informing Mayor Kathy Taylor of what they want the city to pursue and achieve during the next fiscal year, which begins July 1.

Taylor must submit a budget to the council by May 1 for review, revisions and approval before that date.

You mean the councillors are going to develop their own thoughts and not just vent against something the mayor proposed?

I will believe it when I see it because I doubt that they could develop a consensus on whether it is cold or hot outside. And somehow even that decision would be deemed racial.

Good job councilors. As a regular monitor of the council committee meetings I find most of our councilors are clear of thought. To that end I notice that the councilors are prioritizing the basic services not the luxury items the Mayor and crew push on us. Keep up the fight!

Care to go into more detail irwindale. I didn't know street repairs were a "luxury" item.

Also some of these items you consider "luxury" probably bring a lot more to the city than you think..

It shouldn't be a 'fight'. Why can't the councillors adopt an attitude of mutual support for the city? Are they too busy setting up their run for mayor, or just so intent on rewarding their district to the detriment of all others to try to get along?

Is it the charter or the voters that prevent anything but a dysfunctional bunch of egomaniacs from getting elected? Whatever happened to having councillors that truly wanted to help the city with their knowledge and experience rather than providing a job for the unemployable? The council meetings are a joke and the committee meetings are just gripe and attack sessions.

It is easy to see why an intelligent person wouldn't want to run for council, it would be impossible to sit at the table with the other councillors without going crazy.

Sorry, Hard Hearted, you lost the expertise when you voted to change the Charter to a "strong mayor" form of city government. We made a tragic, and probably irrevocable mistake with that vote because we were misinformed as to the circumstances - as usual.

Those who do not see the value in representation and differing opinions will ruin this country. I have found the committee meetings for the most part to be constructive.

Clearly the Powerbrokers in Tulsa have had it their way for too long and north, east and west Tulsa have paid for it! These areas have been neglected and it shows. These councilors, less districts 3 and 4 have done a good job.

Here you go boys and girls. Want to know what the people think you should do?
1. Public Safety: Do hire more cops, but implementing an electronic ticketing system is ludicrous. The cops you do have hardly ever patrol the streets anyway.
2. Economic Vitality: Destroy the THA, TMAPC and INCOG and free those appointed to these useless entities. Stop the idiotic construction of apartments in established residential neighborhoods that undermines the property values of long-term residents and strikes fear in the hearts of your CUSTOMERS! That is what we are, YOUR CUSTOMERS! And, we can choose to leave your fair city in droves; which is what has been happening since about 1969. Idiots!
3. Citizen Engagement: Listen to your constituents! See #2. Use an as example the THA and TMA edict to put a homeless shelter (new construction, no less) at Admiral and Yale. What representation! Live meetings, hell, any meeting is useless if you’re just going to do what you want anyway! Call Randi Miller and see how she’s doing.
4. Environmental: Take your trash program, and it’s multi-million dollar implementation fees and shelve it. If you don’t think we know you’re going to saddle us with all the fees (including the freaking study you already paid for, from Seattle?!) associated with this, THEN raise our rates for half the service; you’re stupider that I thought.

There that should keep you busy until the end of your terms, at which point we can replace you losers!

Regarding Yale and Admiral, Think Ruth Kaiser Nelson and the Councilors in Dist. 3 & 4. Back door by Ruth and company. Apartments at 81st and Mingo think TMAPC in the early to mid 90's.

By the way the YMCA will reopen at the soon to be renovated Mayo less of course those who Ruth Kaiser Nelson ran out of downtown. You know the ones that would freak out the tourists and midtowners.
Don't dump everything on the three attorneys or Christianson. Hopefully the third and fourth generation powerbrokers can correct the failure of their parents and grandparents.
