Senate panel OKs abortion bill
The measure would ban the procedure based on fetus gender and would require women to give personal information.

OKLAHOMA CITY — A Senate panel advanced a bill Thursday that would ban abortions based on the gender of the fetus and would require women to provide personal information and why they want an abortion.

House Bill 1595 now goes to the Senate floor, where it is expected to pass.

An amendment to make abortion illegal in Oklahoma offered by Sen. Jim Wilson, D-Tahlequah, was rejected.

"Instead of fooling around with this, why don't we just make it illegal?" asked Wilson, who voted against the bill.

Sen. Tom Adelson, D-Tulsa, said: "I object to the idea of using the police powers of the state to collect sexual histories of women and putting it on the Internet. But if we are going to do it, let's do it for the putative father, as well."

An amendment to do that also failed.

Questions that a woman who seeks an abortion would have to answer include whether she is married, unemployed, having relationship problems or not in a relationship.

Information also would have to be provided about how the abortion is to be paid for, the education level of the woman and her age. The survey would not ask the name of the woman, her birth date or county of residence.

Sen. Clark Jolley, R-Edmond, said the information is necessary to determine why women are getting abortions and what can be done to reduce the need.

Wilson said, "What we ought to do with men is make them go to, like, a DUI school to learn how to wear a condom."

Sen. Dan Newberry, R-Tulsa, said the bill would protect the rights of the unborn.

Adelson said that although none of the members of the Senate Health and Human Services Committee supports abortion based on the gender of the fetus, the reporting requirements would be problematic.

"The real scandal is that people with penises have something to do with abortions, and you will do nothing about it," Adelson said.

Once the information was collected, he said, nothing would be done with it to help prevent abortions by making more services and alternatives available.

Sen. Constance Johnson, D-Oklahoma City, said lawmakers pass bills putting more and more restrictions on abortions but refuse to make contraceptives readily accessible.

"Why is it that we don't provide coverage for contraceptives in order to balance the impact to providing coverage for Viagra?" Johnson asked.

"Why do we think a man's ability to get an erection is more important than a woman's right to manage her choices about when to have a baby?"

Jolley said the issue is not an issue of men against women. He said that from the moment of conception, life is worthy of protection, whether it is male or female.

Tony J. Lauinger, state chairman of Oklahomans for Life, said the measure is necessary because certain ethnic groups have a strong preference for boys. Once they immigrate to the United States, they may carry on that tradition, he said.

"In virtually all the cases where babies are aborted due to sex, it is because it is a baby girl," Lauinger said.

The measure would protect girls from being discriminated against and aborted based on gender, he said.

i have nothing to say if a person chooses to
terminate their pregnancy- i have nothing to
say if a person chooses to give birth...
it's none of my business.... just like it is
no business of any state lawmaker.

if a person is not of legal age.. it's their
parent's or guardian's concern...
not a lawmaker's...

stuffed shirts in OKC need to stay busy with
the state's budget, education, or any number
of other issues and leave citizens' private
lives alone.

tinkering and modifying abortion laws on the
state level should be forbidden as the
Supreme Court handed down it's decision over
35 years ago.

I find abortion distasteful, and I would try to talk anybody who asks my opinion out of having one. But the bottom line is Government has no Business trying to regulate what people with their own bodies.

Sen Johnson, have you been to wal mart lately? They have a wide selection of condoms that are cheaply priced. They are considered contraception. A woman can also choose not to have sex.

Totally agree with Yellow Dog. Why would a true Conservative want to impose rules on person freedom. I think its time to admit that there should be two right wing parties: the conservatives, and the religious (two different ideas people)

I'm not a republican but the difference between the way mothers and fathers are treated is the biggest problem. Women have options (abortion, adoption, legal abandonment and a near guarantee of keeping the child and forcing the other parent to finance the decision) while men have the responsibility the mother decides for him if she even chooses to inform him up to and especially that of financing her unilateral decision. I'd be willing to bet those favoring legal abortion-as-birth-control are also in favor of NOT granting legal rights for the father to bow out of the responsibility for the pregnancy similar to the option the mother has to abort it.

Clark Jolley, I think I can answer your question why these women are getting abortions: THEY'RE PREGNANT! Make them aware of alternatives to abortion, don't pry into their sexual histories and all that. Maybe we should have a survey prying into the sexual histories of our state legislators, now that would be interesting!

plain & simple.....if abortion isnt wrong then why is a man charged with 2 counts of murder if he kills a pregnant woman?

What a waste of our legislature's time and money. We need to vote these turds in the punchbowl out and flush them away. It would seem that Oklahoma has way more problems than trying to create legislation such as this. No wonder our state/nation is in so much trouble. Too many floaters working on their personal agendas.

Are you serious Phil #3. I agree with you, men and women are not treated equal. A man can walk away from his child at anytime without major repercusions while if a woman walks away she loses her rights. A man can go years without giving any assistance to a woman for the care of their child whether it be monetary, time, supplies it doesn't matter. Any assitance is better than none. Yet several years down the line decide to take the mother to court for child custody. Only to turn the childs life upside down and force the mother who is the sole income for the care of this child to spend all of her reserve money on lawyers just to be able to continue raising the child she has been raising alone the whole time. Men are allowed to go to work, have a life and then think of their children at the end of the day and still be considered a "good father" a woman who goes to work, goes to school and focuses every available minute on her children, their happiness and well-being is critized for either working, going to school or not doing "enough" for their children. I want you to explain to me how you believe all abortions are due to a woman trying to escape "her" responsibility when many times a man will be the one to pressure her into it and even pay for it. So yes Phil #3, I do agree with you, men and women are not treated the same.

Oh, and just to clear the air, I do NOT agree with abortion as a form of birth control, but what Phil #3 said just really rubbed me the wrong way. I struggle to provide a good life for my boys and I am very successful at what I do. I don't agree with the system our government has set forth for both men's and women's rights. My sons father put child support on himself. He took me to court to establish his payments. After 5 years of not paying, I tried to let my sons father sign over his rights and not be subject to child support anymore and I was told by a judge that he wouldn't allow that even though both of us wanted that. He said unless his father was sexually or physically abusing him he couldn't take his rights away. So therefore, I am left with a man who walks in and out of my sons life whenever he feel like it and has 50% of the decision making for my child even though he doesn't support, or even see my son but evey 2 - 3 years. It is people like Phil #3 who has a skewed vision of what childsupport and parental rights are about that are screaming the womans critizisms the loudest. You THINK you know the circumstances of every woman out there, you couldn't live my life for a week.

There are three places in Oklahoma that you can receive these services. None of them tell you the sex of the fetus when doing the ultrasound to determine the gestation of the fetus. One place stops providing services at 12 weeks - you cannot determine sex of a fetus at 12 weeks. Another place stops at 17.8 weeks and most OB's do not confirm sex until around 20 weeks. Only one place in Oklahoma provides services until 23 weeks. Most women who have abortions don't go for 20 weeks of prenatal care and bond with their baby just to see the sex and decide to abort the baby. I am a Labor & Delivery nurse and am 120% pro-choice. If you could see some of the things I see on a daily basis maybe you would understand. People don't choose to terminate pregnancies because of the sex of the fetus. That is just the excuse that our ignorant Congressman and Senators are using to try to take women's rights away. Oklahoma has much bigger problems than this.

I agree BYD. And why is it that the same group that preaches about the "sanctity of life" are always the same ones who vehemently support the death penalty and oppose any controls on the sales of assault rifles or any common sense gun control that would protect life?

Their positions have nothing to do with the sanctity of life and everything to do with getting votes.

Phil #3; I am living this everyday. So don't tell me it is illegal. I understand there are some cases where a man is s__t out of luck and I truly feel sorry for them. I also know that there are times when a woman can and does hold a child as a pawn against a man. I am not going to deny that. What I am saying though, is you have no basis to group all of your findings into one category. Just the same as men get screwed by our system, I am getting screwed by our system daily. And a father can always legally walk away from his child and show back up. It is harder to take a fathers rights away then to take a mothers rights away. Maybe you are the one that needs to be enlightened that there is other truths out there. I am sorry if your bubble has been broke, but maybe its time you lived in the real world.
