The early stages of the federal stimulus program created or saved at least 4,370 jobs in Oklahoma, according to a Tulsa World analysis of preliminary reports filed by the Office of State Finance.
The office stressed that the figures are preliminary and certain to change.
The numbers were compiled from reports by state agencies and do not include money spent by federal agencies such as the Department of Defense or funds disbursed to tribal governments. It also does not include some large distributions to the state, including some unemployment benefits and more than $300 million for Medicaid.
The finance office lists 319 awards totaling $1.7 billion through early October. More than $3 billion worth of stimulus spending in Oklahoma has been approved.
Most of the jobs created or saved were in common education, the World's analysis shows.
The preliminary report listed 3,000 such jobs, but Shelly Hickman, a spokeswoman for the state Department of Education, said that figure has already been revised to 4,259 and will probably increase.
An additional 400 jobs were listed under special education and rehabilitative services, 53 under the Office of Elementary and Secondary Education and 14.5 for college student financial aid.
Federal highway contracts created 487 jobs, the reports show.
Nationally, the stimulus program totals $787 billion over two years. A little more than a third of that comes in the form of tax reductions and incentives.
Three organizations that are closely monitoring the stimulus reporting process said the preliminary job figures are likely understated, and they called on the federal government to redesign Recovery.gov, the official Web site for tracking the stimulus program.
"When you try to add up all of the numbers, you get into problems," said John Irons, a former Oklahoman who works for the Economic Policy Institute, a left-leaning organization that joined OMB Watch and Good Jobs First last week in saying that the job data should be viewed with "extreme caution."
The preliminary job figures are based on reports from contractors and state agencies acting as the primary recipient of stimulus funds. They include only jobs created or saved by the primary recipient and, in some cases, subcontractors.
Lisa McKeithan, an Office of State Finance enterprise systems and business analyst, said the federal government would apply a formula to estimate the total impact on jobs.
Critics of the stimulus generally agree that the program has created some jobs but not enough for the money spent. Supporters say it has kept the economy from collapse.
"When this passed we were losing 700,000 jobs a month," Irons said. "Things are still not great — we're losing 200,000 to 300,000 jobs a month — but we've avoided the worst-case scenario."
Oklahoma had almost 1.8 million people in its labor force in August, with about 118,000 of them unemployed.

Education was the largest category to receive federal stimulus funds. Auto accidents is the #1 killer of teens. Still...no driver's ed without paying for it.
If this administration wanted to convince me that they were really interested in our health, and not just in money and control, they might want to start at the top, not at the wallet.

Remarkable! It is simply NOT TRUE that you can "create jobs" by taking money from productive people (who create jobs), and give it to institutions that produce services noboday wants to buy (because else, they wouldn't need the money from tax payers).Government NEVER creates jobs. Jobs are created by someone taking some raw materials and creating surplus value, i.e., something that the free market wants to purchase, and which costs more than the raw materials from which it started (the "job" adds extra value).
I know most people here won't believe this. But anyone who remembers or lived in Eastern Europe will. Their governments "created" all jobs, and the result was a miserable place to live, with horrible working conditions, low life expectancy, and no freedoms or quality of life.

The stimulus has done nothing but grow the government. Real jobs come from small businesses in this country. So far, no incentives from this anti-capitalist, socialist administration. The stimulus money has mainly gone to welfare sources, not job creation.

Pure, unadulterated Capitalism is just as pernicious as any governmental form in the world. The closest it ever came to dominance was in the Robber Barons period of America, where the Captains of Industry raped and looted the environment without control and employed gangs of thugs to keep the American work force laboring 10-12 hours for pennies a day.
Eastern Europe, under Communism, ironically mirrored what America would be without legislated control of American capitalism. i.e., Greed.
And I hope our police and fire workers, just for starters, don't quit because "Government NEVER creates jobs..."

Your staff writers looks like they are in the pockets of Obama and the New York times, sometimes I call the TUlsa world the Tulsa times! Saving jobs on this bill was the big creation of big government, period! Look at everything this government has done in the last 9 years, grow and grow, I want the government control out of the way and let the private sector create jobs, but if the cap and tax bill passes you better hang on to your wallets because we all are going to be raped. Obama wants control over everything and this guy has never done anything, except be a acorn supporter.

Let us see. Recovery.GOV says jobs created or saved is 202.33 on $79 million on federal jobs/contracts for Oklahoma. You do not want to read the rest of the report or where taxpayer money went. Do the math and then ask why you may not have a JOB and maybe the public will understand reports like this are published

What you are looking at on Recovery.gov is the information reported by recipients. You'll notice a second tab on the map for "agency reported." That tells a lot more about how the money was spent, but nothing about jobs.
The problem with something like the stimulus program is that nobody will ever really know its true impact because there is no way of knowing what would have happened without it. Sure, a lot of people have opinions, but nobody knows for sure.

Randy, the problem with the "Stimulus program' is that our children, grandchildren, ad infinitum are being saddled with massive debt that will either by repaid by high taxes or hyperinflation. Either way, they don't stand a chance at having the standard of living that we have now.

According to the Bureau of Labor website, Oklahoma's unemployed numbers increased from approx. 88,500 to 121,900 from Jan. 09 thru Aug. 09. a net increase of approx. 32,400.

I hear they are shutting down Thunderbird Academy in Pryor. I may be wrong but I have heard some success stories from this program. Like I said I may be misinformed...but it seems like this stimulus money is going in all the wrong directions...fixing small airport runways and other questionable areas should take second fiddle to programs that may be helping troubled teens?

One important fact that always gets left out of these articles. These are TEMPORARY jobs! When the money is gone...the jobs are gone! Plain and simple!
With one exception, government jobs. They never seem to go away. However, our taxes will go up to 'save' these jobs!

...and we will never know what has or will happen because of it. You and all your cronies just choose to make up stats about misc. to try and gather support for this administrations reckless behavior.
There are hard facts that are undisputable-unemployment has exceeded the 8% cieling even though Obama stated it would not,manufacturing is down,our deficit is at records highs, this president would rather campaign than govern, this administration would rather criticize media then answer questions, this president would rather listen to non-military personel than his generals, this congress would rather meet behind closed doors than have the transperancy has promised, this president would rather meet with dictators than the GOP and this president lies more than any politician in history.
Oh I forgot, this president has the most radical, corrupt administration in history and they are proud of it.

how many moved back to Oklahoma simply because it's cheaper to live here after you loose your job. Think about it.
Found info on discouraged workers, displaced workers, extended mass layoffs, job losers, job leavers, unpaid family workers, etc. but nothing on "employees who moved back to Oklahoma because it was cheaper to live here after you lose your job". Any insight on that info would sure be helpful.

There was a good story on Tulsa's American Airlines on NPR today. It would seem most of the major carriers are sending their aircraft to El Salvadore for repair and maintenance. AA competes by doing the same job in half the time. This gets the aircraft back in the air and generating revenue faster.
Yesterday there was a story about the facility in San Salvadore. It was disturbing to know that unqualified mechanics are performing maintenance on our passenger jets.

mayor_maynot, I don't know if you ever served but the first thing you should be made aware of is that you never question another mans service. The second thing that you should know is that a Marine chooses to kill for his country rather than die. Dying is God's choice. I served my country to protect the COTUS not a man in a suit that happens to occupy the White House.
About the New Deal and government creating jobs. Infrastucture is for one thing and one thing only. It is not to CREATE jobs but to provide for the exchange of capital and services. Who pays for those highways, streets, and bridges? Tax money from the private sector to ensure the continued and increased production of goods. So tell me, where the heck are you going when you drive on those roads?
You are just another liberal that can't get over Bush. You have no credible arguement for your case so you use tired old rhetoric and emotional rants to scrape by. You try to hold yourself up as an intellectual but in reality the only one that you are fooling is yourself. I can just see it now, you are probably one of those people that slip and falls when it is raining outside and blame the business for not telling you the tile is slippery. Couple thoughts before we celebrate:
1)Gov't doesn't create economy or jobs.
2) For $389,000 each ($1.7 bill /4370 jobs) I would just as soon let the jobs get cut. What a huge premium. Did we buy them new Mercedes along with new home on that salary? Your gov't at work once again misusing YOUR money. Go get a mirror, your paying for it.

The national unemployment rate IS NOT 9.7%. President W had the way the rate is calculated changed to make it look more favorable. President Barry Soterro is using the same formula (note: no change ).
Please use the real rate which is more like 16-17% unemployment.

you all make me laugh. as was stated before about the hydro dams the power distribution the highways the lakes and rivers the levees all built on the works programs of the 30's which helped family's survive and pull us out of the depression. it helped and you have benefited. everyone here benefits daily on taxes you pay. so lets hire more cops to do less work. when you hire a new cop you have to not only pay there wage but also get them a vehicle to drive. where is the money for that? stimulus funds? and obama growing gov? not like every pres has grown gov.
so lets spend the money on a war for 10 years and then blame the liberals for the spending woes. thats intelligent. so do you think we shouldn't help assist those in time of need? doesnt it make sense to pool the funds to create a bigger fund to help those in need? should someone who cleans bathrooms for a living who can barely afford to pay for there rent and fuel for work not be given assistance for food for there children?
those also who complain about taxes and the size of gov do you send your kids to school? is it a public or pvt school? in your argument i shouldnt have to pay any taxes that pays for schools since i do not have children in the school system. yet i do and i dont mind.

How many are just temp. Jobs and this is way too many jobs on education that when this joke is over with the schools will have to come up with the money themselves to pay for all of this so call stimulus should be spelled stimuless money.
