Bartlesville man arrested for Halloween attacks

BARTLESVILLE - A 58-year-old Washington County man is in jail after allegedly attacking a boy who lives in his northwest Bartlesville neighborhood on Halloween.

Steven Henry Doepker, who is being held on a $30,000 bond, was charged Monday with a felony count of assault with a dangerous weapon and misdemeanor charges of assault and battery and unlawful possession of a controlled dangerous substance without a prescription.

Bartlesville police were called to the 200 block of northwest Seminole around 11:14 p.m. Saturday, after two juveniles reported that Doepker had attacked a boy in a nearby field where the boy was riding his bicycle, a court affidavit stated.

Doepker attempted to “tear him off” the bike and tried to fight the boy, the affidavit stated. The boy rode away on his bicycle when Doepker let go of him.

An adult neighbor confirmed the victim’s story.

About 30 minutes later, Doepker approached the boy and his younger brother on the front porch of their home. He grabbed the boy and said he was going to have sexual relations with him, the affidavit stated.

When the victim told his attacker not to touch him, Doepker pulled a knife from his pocket, held it to the child’s throat and said he would kill the boy if he did not have sex with him, the affidavit stated.

When the victim’s younger brother started yelling, Doepker let go of him and left.

When police arrived, they found Doepker across the street from the home where the last incident
occurred. He appeared to be "extremely intoxicated," according to reports. Police found a knife in Doepker’s pocket, along with prescription medications that did not belong to him, the court affidavit stated.

Doepker has a 2008 misdemeanor conviction in Washington County District Court for public intoxication - a charge to which he pled guilty in February and was given a suspended sentence. Doepker has a criminal record in San Diego County, Calif., where he has felony convictions.

Wow! Mr. Steven Henry Doepker. is definitely certifiable! I think is must be more than Halloween or a full moon when all of the sp00ks come out in this case. This guy needs to be put away, far away.

Put this guy away. He is sick. The story is horrifying and although the boy has been through too much already wit hthis already, it's a miracle that nothing more happened to him. I hope the boy's parents are counting their lucky stars.

The story fails to elaborate as to the parent's where abouts, but shouldn't be an issue, a boy should be safe on his own front porch! What's up with that Ric is he's being held only on a $30,000 bond, it should be more or denied completely with this type of offense!!

This is terrible. Our children should be able to ride a bike in a neighborhood and not worry about predators. I am so sorry my generation has done such a poor job of keeping the streets of this country safe. I don't know what we should be doing. Does anyone have any ideas? Is greed at the root of this, too?

I thought it seemed a low amount for bail too.
They probably think he can't come up with the cash and/or he could have been in a black-out stupid mode, which of course doesn't matter... I think sometimes if they know certain people, certain areas they slack off of. Kind of like the good ol' boy syndrome which we all see floating around.

We didn't get the ages of the boys, but what the heck were they doing riding bikes at 11:15, even on Halloween? An parents - where were you?! But, putting that aside, this guy needs to be sent away - far, far away. McAlester, perhaps. No rehab here.

He has the classic ruddy face of a drunk. Part of his sentencing should be 90 days in a substance abuse program and mandatory AA meetings for a year.

smile4u, Kids are safe with parental supervision. Grant where the parents were in not an issue in the crime itself. But it is something a big issue as far and a parent not caring for the safety of their children.

This really irritates me people ignoring a significant problem of parents not being responsible for their children. Their safety is a parents responsibility.
