Two jailed after lengthy Tulsa standoff

Police locked down a Tulsa apartment building during a standoff that dragged on for about nine hours before two hostages were freed Tuesday morning.
A woman and her 6-year-old daughter were held captive by an armed robbery suspect who was identified as convicted felon Bobby R. Scott, police said. They escaped when the ordeal at the Meadowbrook Apartments ended about 8:30 a.m.
The Police Department sent its Special Operations Team, along with an armored vehicle and bomb squad, to the complex near Fourth Place and Mingo Road. Police fired a volley of flash-bang grenades into the unit, and Scott, whom records show is 31 or 32, eventually surrendered after a series of telephone negotiations, Officer Leland Ashley said.
No injuries were reported, Ashley said.
Scott was jailed Tuesday afternoon on two complaints of kidnapping after a former felony conviction, with his bail set at $100,000, Tulsa Jail records show.
Another man, Montre Fleming, 18, was also taken into custody at the apartments. He was jailed Tuesday afternoon on two counts of armed robbery, with his bail also set at $100,000, records show. It is unclear what his involvement was in the standoff, Ashley said.
The standoff stemmed from a pair of armed robberies Monday night at a nearby Family Dollar store and a Subway sandwich shop, Ashley said. An officer tracked a car that was spotted during the holdups to the apartments.
Scott’s girlfriend, 21-year-old Yashaca Armstrong, and her daughter, Kaiyah Hill, were both held in the apartment. Armstrong contacted her family and let them know they were being held against their will by sneaking into a bathroom and making a series of hushed phone calls and text messages, her mother, Kisha Alexander, said.
Nearby streets were closed during the standoff, and tenants at the complex were told to stay inside. Because Scott was implicated in the armed robberies, police operated as if he had a weapon, Ashley said.
Court records indicate that both Scott and Armstrong have had previous brushes with the law. They are listed as co-defendants in a pending Tulsa County felony drug-distribution case.
Fleming had been released from the Tulsa Jail on Sunday morning after being arrested Saturday on a complaint of public intoxication, jail records show.

I listened to the armed robbery call. The officers did not have a vehicle description. But another officer believed these were the same guys that robbed another location and to look for a certain type of vehicle. The officers found this vehicle just rolling through apartment complexes. That is great police work!!!!

I don't know why the U.S. government got into the business of tenement apartment projects. It puts a horrendous burden on the U.S. budget. We should bulldoze down these monstrous dens of wicked crime and force those people to hold up with relatives somewhere in a house. We directly perpetuate the cycle of crime by having HUD apartments. Its like you put all the rotten eggs in one basket. And like it goes if you put fresh eggs in a basket of rotten eggs soon the fresh eggs will go rotten. So why not destroy the basket? I would like to see in my lifetime the total and complete elimination of all HUD housing projects. HUD is such an insidious organization anyway. You go down there and its like 400 pound women with authority complexes.

I agree with Daniel Day Simpson. One of the worst things the government has ever done was get into the Section 8/low income housing. Of course if Obama's health care plan fiasco passes the senate and becomes law, then that will be the worst.
Hardwright, you are probably correct. A lot of government waste.
poemshrike, the government could give vouchers to deserving people like yourself where you could live where you like. I'm all for assisting the disabled and elderly poor.
Most people are fed up with undeserving people mooching off the government at taxpayer's expense. A lot of the people living in Section 8/low income housing are able bodied adults who should be out being productive like working for a living and getting an education. Also, women that can't seem to keep their legs closed where they have babies right and left with every Tom, Dick and Harry.

I predict the following given the usual posters on these kind of events. With a name like Bobby Scott we will be spared (for the moment) the bigoted rants proclaiming all crime and depraved behavior attributed to Hispanics (illegal or otherwise). Of course there is always the unknown identity of the second suspect. Since we don't yet have a photo confirming the suspects race, we won't yet here all the bigoted explanations for the act committed and why. Of course if the suspects are white, we will continue with the flavor of postings already shown.
