Oklahoma governor makes Tulsa court appointments

Oklahoma Gov. Brad Henry made two appointments Tuesday to the 14th Judicial District in Tulsa County, according to a release.
Henry appointed Carlos Chappelle to Office 6 and Kurt G. Glassco to Office 14.
"It is my privilege to appoint to the bench people of such tremendous experience and abilities," Henry said in a release.
The 58-year-old Chappelle has practiced law in Tulsa for 28 years and is a graduate of both the University of Oklahoma and the University of Tulsa.
Glassco, 54, has been in private practice since 1986 and has served as an assistant district attorney in Tulsa County and general counsel for then-Gov. George Nigh. He is a graduate of both Oklahoma State University and the University of Tulsa.
Chappelle succeeds Judge Gordon McAllister, while Glassco succeeds Judge Michael Gassett. Both McAllister and Gassett retired from the bench.

dork74, it is not considered garnishment as that can reflect badly on a person's credit. It is considered a deduction out of the person's pay that is required by the Court to pay for child support and/or alimony.
Most people that get thrown in jail due to not paying child support and/or alimony is because that person isn't working or won't hold a job. There are men/women that refuse to work so that way their ex-wife/ex-husband can't receive child support and/or alimony. These men/women will mooch off their girlfriends/boyfriends, etc. to live, instead of working. So the judge, as a last resort, has the man/woman put in jail.

Once Judge Harris threw a deadbeat dad into jail on my request. The guy owed $15,000.00 for two kids under 4, had just received a worker's comp settlement for $35k and bought his girlfriend a trailer with the money. Within 12 hours in the slammer his mother forked over the 15k. Sometimes these clowns have to be put in jail. Chappelle is a nice guy and Kurt is obnoxious, not the brightest bulb in the chandelier, but that has never been high on the list of judicial qualifications. I imagine his appt is a favor to Jim Frasier.

I met Mr. Carlos Chappell in a casual business situation about 15 years ago. I remember the meeting very well.
I was very impressed with the (at the time) young man. I remember him as being extremely intelligent, and just to put if bluntly,... a great guy. The type of person that it was an absolute pleasure to be around around.
I am not impressed with Governor Brad Henry at all. I consider him somewhat of a do-nothing Governor, who's only major issues were to kick up funding to his wife's career, school teaching.
I have never seen a Governor more wrong on any major issue as he was on mis-stating the revenue stream the Oklahoma lottery was supposed to bring hundreds of millions in.
His cabinets appointments were sort of like Saturday Night Live skits. A bunch of "has-beens", and "never-weres". Like an former ex-Mayor who the voters were going to throw out of office,... got appointed to a high paying ribbon-cutter position. About $92K a year to cut ribbons.
But,....I must say, Mr. Chappell is a very, very good appointment.
Good job Governor!
p.s. Gov,...don't go on television any longer bragging about your "I put an end to meth labs by putting the ingediants behind Phamacy counters program" any more. And saying the rest of the nation is following your lead.
The meth dealers simply developed an easier "shake & bake" method and they are still going strong. We still have a huge problem with meth cookers. You only made it difficult for honest law-abiding citizens to buy cold medicine. Brilliant!

My understanding is that ordering jail time for people of both sexes who fail to pay child support payments, is a measure only taken as a last resort.
I understand it has around a 90% success rate at getting the person's attention, and getting the child the needed support.
Seems fair to me.

As much as I disdain deadbeat dads, it does seem a bit counter-productive to throw them in jail for non-payment. Not only do they have to spend time in the slammer for a "debt", they'll usually end up losing their job on top of it.
Wasn't debtors prison one of the reasons people migrated from to this country from Europe in the first place?
Again, I'm not condoning deadbeat dads in any way, just seems like a better solution would be to ensure that they keep their current job and then just garnish the heck out of their paycheck.

Hmmmm Chappelle, what a stand up dude. . .throwing unemployed people into jail without trial for getting behind on child support. Got his nuts busted by the Oklahoma Supreme Court for that. Yes. . well that certainly was a good choice.

Excellent choices! Glassco, especially. I didn't think I would see that happen, but the people of Tulsa county should be grateful that it did. (You will notice I said "people" and not "corporations". The rich and powerful are still mourning the loss of Michael Gassett from the bench.) Chappelle has always been a good special judge, and will do excellent work, I'm sure, as a district judge. Congrats to both, and thank you Gov. Henry!

Glassco represented Jim Frasier's firm in a case against a former partner of the firm, and won Frasier $500k+. You better believe Frasier would love to have every case in his office in front of Glassco.

tremendous experience and abilities - hmmmm, wonder why integrity wasn't used to describe them. Our governor has none so I suppose like our president, he may not know any either. I'll give them the benefit of the doubt since I do not know either of these men. I read between the lines anytime the TULSA WORLD is writing a story.
