WASHINGTON — Here's how Oklahoma senators and House of Representatives members voted on key bills and amendments last week. A "Y" means the member voted for the measure; an "N" means the member voted against the measure; a "?" means the member did not vote.

HOUSE

Vote 1: Management of wild horses and burros: The House approved the Wild Free-Roaming Horses and Burros Act (H.R. 1018), sponsored by Rep. Nick Rahall, D-W.Va., to reform Bureau of Land Management practices for managing herds of wild horses and burros on public and private land. The vote, on July 17, was 239 yeas to 185 nays.

Vote 2: R&D at national laboratories: The House approved an amendment sponsored by Rep. Martin Heinrich, D-N.M., to the Energy and Water Development and Related Agencies Appropriations Act (H.R. 3183) to increase funding for research and development at national laboratories from 6 percent, as provided for in the Energy and Water Development Act, to 7 percent. Current law allows for 8 percent. The vote, on July 17, was unanimous with 424 yeas.

Vote 3: Energy and water development: The House passed the Energy and Water Development and Related Agencies Appropriations Act (H.R. 3183), sponsored by Rep. Ed Pastor, D-Ariz. The vote, on July 17, was 320 yeas to 97 nays.

Vote 4: National Environmental Research Parks: The House approved a bill (H.R. 2729) sponsored by Rep. Ben Lujan, D-N.M., to authorize the Energy Department to develop a series of National Environmental Research Parks. The vote, on July 21, was 330 yeas to 96 nays.

Vote 5: Natural gas vehicle development: The House approved a bill (H.R. 1622) sponsored by Rep. John Sullivan, R-Okla., to authorize a five-year Energy Department program for developing natural gas vehicles. The vote, on July 21, was 393 yeas to 35 nays.

Vote 6: Low-income house improvements: The House approved the Frank Melville Supportive Housing Investment Act (H.R. 1675), sponsored by Rep. Christopher Murphy, D-Conn., to expand section 811 Housing and Urban Development funding for supportive housing for disabled people. The vote, on July 22, was 376 yeas to 51 nays.

Vote 7: Pay-As-You-Go Act: The House approved the Statutory Pay-As-You Go Act (H.R. 2920), sponsored by Rep. Steny Hoyer, D-Md., to make changes to pay-as-you-go budget requirements for Congress. The vote, on July 22, was 265 yeas to 166 nays.

Vote 8: New Mexico school restoration: The House rejected an amendment, sponsored by Rep. Jeff Flake, R-Ariz., to the Transportation, Housing and Urban Development Act (H.R. 3288) that would have removed $400,000 from being used for the renovation of a vacant building in Jal, N.M., for continued economic development in the area. The vote, on July 23, was 125 yeas to 310 nays.

Vote 9: Transportation, Housing, Development Act: The House passed the Transportation, Housing and Urban Development Act (H.R. 3288) sponsored by Rep. John Olver, D-Mass., that set appropriations for the Transportation, Housing and Urban Development Departments and their related agencies for fiscal 2010. The vote, on July 23, was 256 yeas to 168 nays.

SENATE

Vote 1: National Defense Authorization: The Senate passed the National Defense Authorization Act (S. 1390) sponsored by Sen. Carl Levin, D-Mich., that set appropriations for the Defense Department's and Energy Department's military activities such as construction and personnel requirements for a total of $680 billion for fiscal 2010. Additionally, the bill contains provisions to aid in the management of federal agencies and to help recruit, train and retain civilian employees working in the Defense Department. The vote, on July 23, was 87 yeas to 7 nays.

Vote 2: Production of F-22 military aircraft: The Senate approved an amendment sponsored by Sen. Carl Levin, D-Mich., to the National Defense Authorization Act (S. 1390) to strike $1.75 billion of funding for production of the F-22A aircraft from the legislation. The vote, on July 21, was 58 yeas to 40 nays.

Vote 3: Sanctions on North Korea: The Senate approved an amendment sponsored by Sen. John Kerry, D-Mass., to the National Defense Authorization Act (S. 1390) to express the sense of the Senate in support of sanctions against North Korea and a review of re-listing the country as a state sponsor of terrorism. The vote, on July 22, was 66 yeas to 31 nays.

Vote 4: North Korea and terrorism: The Senate rejected an amendment sponsored by Sen. Sam Brownback, R-Kan., to the National Defense Authorization Act (S. 1390) that would have expressed the sense of the Senate in support of re-designating North Korea as a state sponsor of terrorism. The vote, on July 22, was 43 yeas to 54 nays.

Vote 5: Joint Strike Fighter: The Senate rejected an amendment, sponsored by Sen. Evan Bayh, D-Ind., to the National Defense Authorization Act (S. 1390) that would have authorized funding for the development of a competitive propulsion system for the Joint Strike Fighter program and management services as well as for the UH-1Y/AH-1Z rotary wing aircraft. The vote, on July 23, was 38 yeas to 59 nays.

Vote 6: Fire-resistant fabric procurement: The Senate rejected an amendment, sponsored by Sen. Johnny Isakson, R-Ga., to the National Defense Authorization Act (S. 242) that would have removed the requirement to acquire fire resistant fibers from inside the U.S. before going offshore to produce it for U.S. military personnel. The vote, on July 23, was 40 yeas to 54 nays.
