WASHINGTON - The U.S. House narrowly approved legislation Saturday to make dramatic changes to the nation's health-care system, provide coverage to almost all Americans and address rising costs.

With all five Oklahomans in the House opposing it, the bill passed by a vote of 220 to 215.

As historic as the House vote may be, it was just the first of several huge tests the landmark legislation will have to pass as the Senate awaits its version. Then, if that version makes it out of that chamber, a final product will have to hammered out.

A number of difficult issues remain, possibly including abortion language attached to the bill before passage that supporters say would retain current law on barring the use of federal funds on abortion services.

Critics of the language charged that amendment expanded the existing ban.

President Barack Obama, who has made health-care reform one of his top domestic priorities, visited House Democrats earlier in the day and later spoke about the importance of the vote.

"This bill is change that the American people urgently need," Obama said.

He cited various groups that support the legislation such as doctors and nurses organizations, "who know firsthand what's broken in our current system," and those representing farmers and retirees.

Obama said the bill would attack problems that cause 14,000 Americans to lose insurance daily and the crushing costs that keep small businesses from succeeding and bigger firms from competing.

"Answer
the call of history," he said.

For Rep. Dan Boren, the lone Oklahoma Democrat in Congress, the bill caused him too many concerns, and he broke with his party and voted against it.

Boren said his top issues with the House bill were tax increases, employer mandates and the so-called public option.

Boren said the public option is a "single-payer system in sheep's clothing."

"It is in companies' best interest to allow people to go the public option," he said, predicting it would be the cheaper way to go.

Rep. John Sullivan, R-Okla., described the bill as a "recipe for disaster."

Sullivan also singled out the taxes on small businesses and what he termed the bill's trillion-dollar cost.

He agreed the bill is a pathway to a single-payer system, which would lead to a government takeover of the nation's health-care system.

Oklahoma Republican Reps. Frank Lucas, Tom Cole and Mary Fallin have similar concerns.

Lucas said the legislation was another step toward an intrusive and domineering federal government.

He said the massive effort represented by the House bill should have been broken up into a number of different bills.

Cole and Fallin focused on the impact the bill could have on Oklahoma.

"The Oklahomans I represent oppose this bill because they know what it does and what it does not do," Cole said.

"They understand that this bill will force state governments to cut services and raise taxes, and it will put government bureaucrats rather than health-care professionals in charge of their health-care system."

Citing figures from the Oklahoma Health Care Authority, Fallin said the bill could add more than $120 million in implementation costs.

Fallin said the House bill would seize control of the health-care industry, put it in the hands of the federal government, introduce job-killing taxes on individuals and small businesses, and accelerate deficit spending and the accumulation of national debt.

House Speaker Nancy Pelosi, D-Calif., described the vote as a historic moment for the nation and American families.

"For generations, the American people have called for affordable, quality health care for their families," Pelosi said. "Today the call will be answered."

If passed, Pelosi said the legislation would work for seniors by closing the so-called donut hole in their prescription drug coverage and making Medicare stronger, for young people by allowing them to remain on their parents' policies until they turn 27 years old and small businesses by giving them access to affordable group rates.

Democratic supporters of the bill did not get everything they wanted.

Rep. Jerrold Nadler, D-N.Y., said he would have preferred a single-payer system because it would have been the most effective and least costly way to implement a health-delivery system.

According to figures provided by a state agency, 14 percent about 500,000 of the state's 3.5 million residents are uninsured.

Galadriel. The past 4 days I've received 2 mailings from AARP wanting me to join and also purchase their life insurance. I wrote at the top of both of their letters "Hell will freeze over before I join your organization and buy anything from you, since you are in Obama's hip pocket and backing the health care plan Obama, Pelousy and Reid is trying to cram down our throats!"

Then I stuffed the letter in the prepaid envelopes and mailed them back to AARP. lol lol

I agree Dwight Schrute.

But it still has to go to the Senate. Let's hope the Senate listens to the majority of the people better than the House did.

I forsee a lot of Dems being out of a job during November 2010. I for one will be researching to see who voted for the Obama heath care crap and will send emails to them complaining. I'll check Oklahoma's politicians to see who, if any voted for the bill. They will really hear from me! The ones that voted against it, will receive a thank you email from me.

I agree, I wouldn't call 220-215 a major landslide. So it shows how stupid Obama is. You can't make a silk purse out of a sow's ear. Unfortunately we ended up with a sow's ear as president.

Popeye is cutting and pasting that same comment on other articles today.

Popeye: It is just as easy to refute your points here as it was for me to refute them elsewhere. Get some new material.

Here is a brief refutation:

Point 1- The Republicans voted AGAINST the WPA when it was being created. It is LOL-funny that Popeye now wants this old program.

Point 2- Republicans like having cheap immigrant labor. That is why they authorized a few hundred miles of easily-breached fence on a 2,000 mile-long border with Mexico.

Point 3- Many wealthy people and Popeye prefer regressive taxes to shift the burden of taxation onto the backs of those least able to pay. I and other progressives prefer progressive taxes to place the heaviest tax burden on those most able to bear the burden.

marine 2.0:

To whom were you addressing your attacks against points 2 and 3 of Popeye's post?

If you were addressing me, then you should have said so.

It is difficult to understand the incoherent thought at the beginning of your attack against point 3. However, at the end of that part of your comment, I was able to understand that you don't like progressive taxes. You gave the impression that you view taxes as punishment for slothful behavior (being poor). You are also leaving out the regressive taxes that are also collected by our government. The overall tax burden in this nation, when one takes into consideration all taxes collected by all levels of government, distributes the burden far more equally according to WEALTH distribution than your selection of a statistic showing that the top 10% pay 80% + of the taxes. Also, are you including ALL TAXES collected by ALL levels of government?

I have not seen any proposals from the AFL-CIO calling specifically for "open borders" with Mexico. I have seen many right-wing sites claiming that point. I will be glad to learn something from you if you will kindly provide the quote from a spokesman of the AFL-CIO in which he/she calls specifically for "open borders."

You didn't answer my question. Just as I suspected, you came up empty when you tried to find a statement by any spokesperson for the union taking the position favoring open borders. The AFL-CIO has not taken a position supporting open borders. They have taken positions in support of worker rights that you choose to equate with open borders, but the two positions are not one and the same.

On the other matter, we simply have different ideas of what constitutes tax fairness. I have to question your understanding of the Constitution if you really think that one can't be for progressive taxes and support the Constitution. Have you not heard that the sixteenth amendment was added in 1913? It allows for a tax on income. Welcome to the early 20th century. (Too bad that it is now the early 21st century). LOL!!!!

Popeye posted a comment at 8:39 this morning on the letter "Be very afraid" claiming that he had to go to work to put his daughter through TU because he lost his savings. He was losing the argument with two of us at that time.

I find it interesting that he couldn't continue to post comments on that thread because he had to go to work, and yet he has been posting comments on this story and on another story since then.

Is there new equipment in football? I never heard of a football bat.

I will agree that once the people realize that it is a tremendous waste to give away good money to health insurance companies rather than have more of their health care dollars go to health care, we should insist that the members of Congress also join the common Medicare system that the vast majority of us will someday insist upon enlarging to include everyone below the age of 65.

We should mourn the tragedy at Fort Hood rather than attempt to make a political football of that senseless slaughter. You should have left that one alone, FS.

You aren't in a good position to write in such a patronizing way. You haven't been doing very well to this point. Where is the proof that an AFL-CIO spokesperson has called for "open borders?" I'm waiting!!!

You keep trying to imply that only Democrats have been "soft" on stopping illegal aliens. Both parties have plenty of elected officials who don't want to close the borders. Do you remember a fellow named George W. Bush? He is fairly representative of the Texas business community and its desire to have plenty of cheap labor from Mexico. If I remember correctly, he approved of the porous fence that is more than 1,000 miles short of stretching across the entire border. That decision certainly didn't show "Republican resolve" to close the border, now did it?

Your side has had nearly 100 years to get the graduated income tax declared unconstitutional. It hasn't happened yet. It is time for you to get a clue. IT IS CONSTITUTIONAL!!! LMAO!!!!

Actually I have already won the argument many times that we should have universal health care coverage and it does NOT involve any more socialism/marxism than currently exists in our many systems of paying for and delivering health care to the American people. It involves government involvement as the payer, while maintaining our free-enterprise system of delivering most health care to patients.

Please, keep on name-calling me. It makes me laugh.

The Bill of Rights IS subject to a simple majority vote OF THE SCOTUS. Through selective incorporation, the SCOTUS has bound the state governments to certain, but not all, of the limits originally placed on the federal government's power over the people. The SCOTUS has also, by simple majority vote, altered the protections granted by the Bill of Rights. One example was the ruling in Schenck v. United States. Justice Oliver Wendell Holmes, in writing the opinion of the court, created the "clear and present danger" doctrine. The government may, during times of war, limit free speech/free press, in the name of national security interest.

If you voted for George W. Bush TWICE, did you ever admit the terrible mistake that YOU made?

Congratulations-- You scored a trifecta. You referred to the elected leader of our nation as a socialist, muslim, African, idiot. Check that. Wow!!! That was no trifecta. That was a quadfecta!!!!!!!!!!!

Now aren't you the intelligent smarty pants.

Just one thing-- I will accept that his father was both a muslim and an African, but our President is both a Christian and an American. His academic background and his impressive list of achievements offers a rebuttal against the charge that he is an idiot.

Can you even define socialist? If so, would you read his speech, given in New York on September 17, 2007 and tell me how a man who believes in capitalism as he does, could possibly be a socialist?

Thank you for making this so easy.

Let's just restore the 39.6% top rate of the income tax bracket. We were producing budget surpluses with that rate during the late 1990s.
