New city auditor promises activism

After 21 years, Tulsa is getting a new city auditor.

Thirty-seven-year-old political newcomer Preston Doerflinger easily turned out 84-year-old incumbent Phil Wood in Tuesday's election, signaling what Doerflinger hopes is a new era of an activist auditor.

"The news that came out today I think reinforces that," said Doerflinger, referring to the continuing steep decline in city revenues.

"The people want a change," said Wood, a Democrat who held the city auditor post for more than two decades. "Life goes on. I've no second thoughts."

Doerflinger secured 58 percent of the vote to unseat Wood.

"Phil has been a great public servant, but I felt we needed somebody who would be more aggressively involved," said Doerflinger, a Republican who operates a medical services business.

Ironically, Doerflinger was elected on the same night voters approved a charter revision requiring the auditor to be a certified public accountant or certified internal auditor. Doerflinger has neither, but said he thinks he can complete the training for certified internal auditor before he's up for re-election in two years.

Doerflinger said Wood's reluctance to press firefighters for answers during an investigation of emergency training records was probably a factor in Tuesday's election.

"Regardless of where people were on that, they wanted resolution," Doerflinger said.

Wood wasn't so sure.

"Perhaps," he said, when asked if the fire department situation had been a factor. "But the most important factor was money. How much Doerflinger spent, I don't know, but it was many times more than I did."

The city auditor job pays $73,500 or 70 percent of the mayor's $105,000 salary.

Actually, the "Auditor" is an anachronism with barely any real authority, practically none. Not sure how you can be an "activist" bean counter. At least Wood never stole from the coffers. This Diddlefinger guy might be tempted. Let's hope not.

Considering the current investigation regarding kickbacks & witness tampering (hushed by a gag-order) that supposedly involves members of both the police dept & city government, I am glad to see a new perspective that w/b forthcoming from the auditor's office. Congrats, Mr. D.

If the City Auditor has no power then why do we have one. Kinda like throwing money down a well. If they do, why didn't Wood go after TFD. Either way we lost.

dorflinger runs a medical services equipment business who probably do a lot of business with EMSA....a group who is constantly in contention with TFD for first responder status.....nooooo...no conflict of interest there!

So we voted out a CPA, someone who is trained and licensed to do the job, for someone who runs a medical services business who now has to play catch up to get certified before the next election just so he can be qualified by then? Boy, Tulsa makes a lot of sense. I'd be willing to bet too that many of the same people who voted for the charter change voted for the new guy. How many people this year just voted straight down party lines, rather than voting for the person?

If your 84 (and I am not that far behind)you need to be at the lake, not trying to run a city department. Leave that to the younger generation. Most of that job is common sense thinking anyway, a special certificate isn't going to make you smarter for that job.

Actually he works in the private sector. He runs a business that works with nursing homes and other long term care facilites providing durable medical equipment and pharmacy services. I have a CPA and don't think that is necessary to do the job. He should get the CIA though. It will give him the basic understanding he needs, he has staff auditors to do the rest. His job will be to manage people and ask the difficult questions.

r0rshach - how about backing up the statement you made that his business "probably do a lot of business with EMSA"?

Besides, the Auditor does not make budget decisions...he reviews them for inefficiencies and irregularities...to keep em honest.

BTW...Phil Woods did not earn his CIA until after he was seated as the City Auditor. I think Tulsa going forward wants this certification at the least but more so wanted someone new for the position...was Wood's time to go.

Is Doerflinger's company PDL Management Inc. ? I've seen that name in some other articles about him but I can't find anything online about the company. What are the other companies he owns? Does anybody know? I read one article on the Tulsa Beacon website that said he owned companies ranging from $500,000 revenue/year to $100 million revenue/year. Seems odd that there isn't more info online about these companies.

According to the "Preston Doerflinger for Tulsa City Auditor" page on Facebook Doerflinger was at Tulsa Community College until 1996. He then finished a 14 week course at Southern Nazarene Univ. to get a BS in organizational leadership in 2006. This is quite a jump from the Princeton and Harvard educated form City Auditor.
I hope somebody can find out more about Doerflinger's "successful companies". Why don't candidates have to submit a resume? One that can be fully substantiated!

Where are Doerflinger's companies located? How many people does he employ? He said he had business experience. Where is the information about his businesses? Did anybody at the Tulsa World verify his claims before endorsing him?

As far as I know, Wood does not have a CPA. He does have the CIA (Certified Internal Auditor) and I did vote for him. I am an experienced Internal Auditor and noted most things our new auditor said in interviews shows he is ignorant to the profession and many times insulting to the ones of us who are auditors. I am pretty sure I could put out a fire but I would not be as effective as a professional fireman. The private sector is paying City AUditors at this level in the 6 figures. Why would a qualified person run for a 2 year gaurantee job? Wood was the first Democrat I voted for in many years. PD bought the position with a $40k campaign fund.

Hogrider - I agree about the lake. Phil was just better qualified. However, I think it's the opinion of many that under Taylor and maybe before he was passive in his position. Glorified retirement at tax payers expense. I agree about your statement regarding the certification. What you are tested on is not applicable to the profession. Certifications are pretty much glorified Unions. I strongly diagree with this statement "...Leave that to the younger generation. Most of that job is common sense thinking anyway..." It would be better said,"leave that to the most qualified. Most of that job envolves a skilled tactical professional, who is independent of any political influence." I can not accept that because a person is young and shows common sense that he has this craft down. See my fireman example above. There are tricks of the trade and some of those tricks can only be learned through trial and error. PD will be trained to the level of an Auditor 1 in about 2 years if he is has a mentor. I do not know how he will fair being the top guy. I wish him luck because the foxes will feed on his inexperience.

BettyRubble918 - Let's see if he goes after Unions like the Fire Department. Did you see the signs (from the Fire fighters Union)against commissioners who questioned this? Wood played it safe and lost. Let's see if D is made of steel, or not. I think the picture (drink in hand) tells the story.

Have a drink on all of us, D. and congrats but you will need to start kicking to tread water now. I agree there needed to be a new city auditor at this time. I just get hung up on the word auditor and D has no experience and you really can't find a good managing auditor for the amount of pay budgeted. Got to know the job your managing to ask the "real tough questions of your staff."

The word "activist" in the articles title is not repeated in the article. So its not clear where it came from. To maintain independence the Auditor doesn't have authority when it comes to operations or cash or journal entries or wire transfers. Not sure how the auditor can steal. I thing the new auditor has promised to be more aggressive. He has a good staff let's see how he does.
