House approves voter identification measure

OKLAHOMA CITY — Oklahoma voters would have to show photo identification at the polls under a bill passed Wednesday by the state House of Representatives.
The measure by Rep. Sue Tibbs, R-Tulsa, is similar to one passed previously by the Senate, except the Senate version allows the use of a voter registration card if a photo ID is not available.
Tibbs said the bill is necessary to keep illegal immigrants and others who are ineligible to vote from influencing the electoral process. She said similar bills in other states did not repress voting last November.
Speaking on behalf of the bill, Rep. Steve Martin, R-Bartlesville, said he suspected voter fraud handed the 2008 presidential election to Barack Obama and influenced elections in Oklahoma.
“People talk about the election in 2000 being stolen, but I’m not so sure the same thing didn’t happen in 2008,” Martin said.
Rep. Ryan Kiesel, D-Seminole, told Martin he needs to “get a thing called a SPAM filter” for his e-mail.
Opponents argued that about 78,000 qualified Oklahoma voters do not have photo IDs.
Most, said Rep. Jeannie McDaniel, D-Tulsa, are poor, elderly or disabled, and requiring them to pay for a photo ID would be unfair.
Tibbs said she didn’t see how anyone could conduct day-to-day activities without a photo ID and said the bill should not be killed because of the small number of people who don’t have them.
In other developments in the House:
Workers comp judges: A key piece of the Republican legislative agenda, House Joint Resolution 1041 would require Senate approval of workers compensation court judges, who are appointed by the governor.
The measure requires Senate adoption and a vote of the people.
Opponents argued the change would give the Senate president pro tem de-facto control over the appointments and further politicize them. Supporters said it will give the public some degree of control over the appointments.
“These are the only judges not subject to some vote of the people,” said Rep. Dan Sullivan, R-Tulsa.
Rep. Scott Inman, D-Oklahoma City, said if that is the concern, workers comp judges should be subject to direct or retention votes as are all other judges.
“The folks in my district did not elect the president pro tem of the Senate,” he said. HJR 1041 passed, 62-36, and heads to the Senate.
Rural development: House Bill 2067 by Rep. Skye McNiel, R-Bristow, would allow small communities to band together to issue capital improvement bonds through the Oklahoma Development Finance Authority.
HB 2067 passed, 83-14, and heads to the Senate.
CompSource: By a 51-46 margin, the House approved a measure by Rep. Scott Martin, R-Norman, freeing the state-owned workers compensation insurance fund from central purchasing and other administrative requirements.
Martin said the exemption would allow CompSource to lower its operating costs. Opponents feared it would reduce oversight of the agency.

Republicans are living in a dream world, WOW!!! Most of the illegals are here because of the greed of companies wanting cheap labor and high profits!!!

Wow! Our state legislature, and Sue Tibbs in particular, demonstrate they are just as incompetent as our federal legislature. Too much time on their hands to deal with non-issues but too partisan to work on issues of substance.

I like the idea of voter ID, through voter reg card or photo I.D., But it is pretty arrogant to say "so what it will only affect the rights of 2%".
Were there 2% of "illegals" voting and what does she consider illegals? Is Sue talking about aliens, ACORN, democrats, republicans?
Another person that should have been term limited or aborted before they opened their mouth.

I'm in total agreement with this bill. It takes an ID to write a check in a grocery story or cash a check at a bank. The acorn fraud of last year is proof we need this bill to ensure that can't happen in Oklahoma.

Obama has never broached the subject of illegal immigration, our porous border to the south or the millions of law breakers littering our land. Why?
Worse yet, he delivers his education ideas speech to the Hispanic Chamber of Commerce!?! It should be remembered as his, "No nino left behind" speech!
Dim's think they've got a bird's nest on the ground: Entitle, support, assist, bribe and buy every vote they can. They'll take down small businesses and all their employees with them, to keep money coming in for their free programs...
"What goes over the Devil's belly, crawls around his back." There'll be hell to pay someday.

TW article "State senate passes voter identification measure" (3/1/09) states:
"The measure would require voters to present a photo identification issued by the state, federal government or recognized American Indian tribe or a voter identification card issued by the county election board.
Provisional ballots would be available to voters without the required identification."
It's too bad voters aren't issued a "voter identification card" by the county election board when they register to vote.
Oh, wait, they are.

So what's the problem? You're either a citizen and have the right to vote, or you're not a citizen and do not have the right to vote. It's the law, what part of that is difficult to understand.
Does any rational person really have a problem with making sure only people who have a right to vote are the ones getting to vote?
It's irevelant whether past elections were influenced by fraudulent votes or not, we need to make sure only qualified voters get to cast votes in the future.
This is a solemn right and should be protected. I couldn't vote until I reached voting age, why should someone else get to vote unless they are legal residents?
Do you really want your vote canceled by someone who can't legally vote?
I have to show my identification every time I cash a check, what's the problem with identification?

The problem with requiring picture ID is that Wanda Kinkade could not vote in the next election, Folks who use their elderly relatives registration to vote multiple times, and the dead would be unable to cast their votes. It's a burden because the infirm who can get assistance with all other types of government services would have to get assistance to maintain their eligibility. (I have volunteered to drive folks to get an ID when necessary.) Election machines would be full of valid votes, not representing the will of the Good Ol Boys.
What a shame.
If you are against this, you are willing to give up your vote, regardless of who you think this will benefit from eliminating fraud. I doesn't make sense why anyone would be against making our elections fair and clean, unless you consider yourself part of a group that wants to defraud the election process.

I should have included in this story that those without a photo ID will be allowed to cast provisional ballots -- but the voter would still have to produce proof of identity before the ballot is accepted.
Voter registration cards are not photo IDs. That's the sticking point. Even most opponents of this bill seem to be okay with being required to show a voter registration cards OR free government-issued ID cards.

No other state requires voters to pay for a government issued ID to cast a regular ballot - Oklahoma will be #1 in unconstitutional disenfranchisement. Georgia's similar attempt was struck down. No evidence or rationale for fraud - 5 years in jail not worth it. Ask - why do only Republicans push these hurdles.

State issued photo IDs don't cost a penny and it takes about 3 minutes do get one.
I know because I have one. You can get one at a tag agency or driver's license agency.

LMAO!!!! Oh chit, Tibbs. We can't even get most Americans to the polls and you people keep screaming about the illegals voting.
Not once......LET ME REPEAT, not once have I seen a Mexican voting at my precint, and my neighborhood has quite a few Mexicans.
Work on a real problem or shut up, blondie.
