The Tulsa and Oklahoma City metro areas both saw their rankings jump in the Milken Institute's Best-Performing Cities 2009 report.

Tulsa's ranking jumped to No. 19 this year from No. 72 last year. Oklahoma City rose to No. 26 from No. 50 in 2008.

"The simple answer is that both Tulsa and Oklahoma City didn't lose nearly as many jobs as anybody else. Both metros have been performing well over the past five years," said Kevin Klowden, managing economist for Milken, in a phone interview from Santa Monica, Calif.

From March 2008 to March 2009, Tulsa lost some jobs, but the decline was less than a quarter of a percent, he said.

"Considering the depth of the recession around the country, that is remarkable," Klowden said.
