Owasso couple arrested on child abuse complaints

An Owasso couple was arrested early Sunday morning after allegedly leaving two foster children locked out of their house in cold and rainy weather for about five hours.

Garold McMillian and his wife, Sherry, both 42, allegedly took their biological children with them to a friends house to eat dinner and watch movies while ordering their 14- and 15-year-old foster children outside without access to food, water or shelter, according to an arrest report.

They were booked into the Tulsa Jail on Sunday morning with two complaints of child abuse. Each has a $100,000 bond, jail records show.

A habitual sex offender also lived within 250 feet of the residence, according to the report.

A neighbor of the McMillians called police after seeing the girl sitting on the porch for about 45 minutes without moving. The neighbors offered her shelter, but she declined.

Officers arrived just after 11 p.m. Saturday and made contact with the McMillians. The couple said they had discipline problems with the children and did not trust them to be in the house by themselves.

An officer noted in the arrest report that "while waiting for the parents to return to the residence, it began raining, with a constant cold/chilly Northeast wind blowing. I noticed that both juveniles were cold and shivering from blowing wind and cold rain that they had to seek refuge in a patrol vehicle to stay warm and dry."

The two children and a biological 13-year-old daughter were removed from the home, fed at the Owasso Police Department and taken to the Laura Dester Children's Shelter, according to the report.
