WASHINGTON — Here's how Oklahoma House of Representatives members voted on key bills and amendments last week. There were no key votes in the Senate. A "Y" means the member voted for the measure; an "N" means the member voted against the measure; a "?" means the member did not vote.

HOUSE

Vote 1: Earmarks in military funding bill: The House rejected an amendment sponsored by Rep. Jeff Flake, R-Ariz., to the Military Construction and Veterans Affairs Appropriations Act (H.R. 3082) for fiscal 2010 that would have struck all earmarks for military construction projects. Supporters said continued use of earmarks would channel most military projects to districts where there were powerful U.S. House members. Opponents said the earmarking process was based on "what was right for our military troops and their families." The vote July 10 was 62 yeas to 358 nays.

Vote 2: Veterans affairs, military construction appropriations: The House approved the Military Construction and Veterans Affairs Appropriations Act (H.R. 3082), sponsored by Rep. Chet Edwards, D-Texas, that set out $77.9 billion of funding for military construction programs and the Veterans Affairs Department for fiscal 2010, a $5 billion increase from fiscal 2009. Supporters said the increased funding "means our veterans have better access to health care they need and deserve and have earned" while ensuring that the money would be spent wisely and also building barracks, child care centers and other facilities to assist military personnel. The vote July 10 was 415 yeas to 3 nays.

Vote 3: Former NBA player honored: The House approved a resolution (H.Res. 469) sponsored by Rep. Tom Cole, R-Okla., to commemorate the life of Wayman Lawrence Tisdale and to express condolences on his passing. Proponents said the Oklahoma native "brought a positive spirit to everything he did and should serve as a role model to all Americans" for his optimism despite personal adversity and his achievements as a basketball player and jazz musician. The vote Tuesday was a unanimous 418 yeas.

Vote 4: Veterans work-study pilot project: The House approved the Pilot College Work Study Programs for Veterans Act (H.R. 1037), sponsored by Rep. Stephanie Herseth Sandlin, D-S.D., to require the Veterans Affairs Department to conduct a five-year pilot project for the possible expansion of work-study programs for veterans. Proponents said the bill will "help our veterans take that experience that they have gained while serving, and translate that knowledge into college degrees and other types of professional development." The vote Tuesday was a unanimous 422 yeas.

Vote 5: Manager's amendment to energy, water bill: The House approved a manager's amendment sponsored by Rep. Ed Pastor, D-Ariz., to the Energy and Water Development and Related Agencies Appropriations Act (H.R. 3183) to alter funding for various programs under the bill. Proponents said the funding would help "address economic challenges in border counties from Maine to New York" and that it would ease the chronic backlog of regulatory permit applications at the Army Corps of Engineers. Opponents criticized the use of the manager's amendment "for partisan purposes on the House floor." The vote Wednesday was 261 yeas to 172 nays.

Vote 6: Funds for natural gas vehicle research: The House approved an amendment sponsored by Rep. Dan Boren, D-Okla., to the Energy and Water Development and Related Agencies Appropriations Act (H.R. 3183) to provide $5 million of funding for research into natural gas vehicles and to offset the funding with a $5 million cut in the Energy Department general fund. Proponents called the funding "a relatively small investment for something that could easily move America toward a cleaner and independent energy future" by decreasing its use of imported oil. The vote Wednesday was 429 yeas to 4 nays.

Vote 7: Financial services, general appropriations: The House passed the Financial Services and General Government Appropriations Act (H.R. 3170) sponsored by Rep. Jose Serrano, D-N.Y., that set appropriations levels for financial services and the general government for fiscal 2010 including a total of $24 billion in funding allowances. Proponents said the legislation would rebuild regulatory agencies, make sure capital and other assistance gets to small businesses and low-income communities, support equitable and efficient administration of justice in the federal courts, provide for fair and effective collection of taxes, address high-priority needs at the nation's capital and would provide increased funding for Drug-Free Communities coalitions. Opponents criticized the bill for the increase in spending. The vote Thursday was 219 yeas to 208 nays.
