Former Owasso City Manager Rodney Ray said he felt "tremendously vindicated" by a Tulsa County grand jury that absolved him of criminal conduct Friday.

The grand jury, which was impaneled Oct. 17 and met for 20 days, issued no indictment nor formal accusation against Ray or others in Owasso investigated by the panel.

Seems like the grand jury was correct in their decision. From what I have heard and read in different news articles, it seemed like this was more of a vindictive move than a real question of criminal doing.

He is right, good people will shy away from running for a particular position or office if there is a chance someone will make a mountain out of a mole hill and drag them in front of a grand jury.

People are human and make honest mistakes. There are those who will skirt the law knowing it could be questionable. Rodney Ray is the only one who knows exactly what did or didn't happen.
