Draw the line

I had an encounter with a bicyclist the other day. He was pedaling about 5 mph in the middle of the lane. I yelled at him to pull over, and he informed me he had the right-of-way.
The city should make a line on the right side of the road about 3-feet wide for bikes so they don't restrict traffic.
I'd have liked to run him aside if it weren't for the legal problems!
