Fugitive who fled to Mexico returned to Tulsa in child rape case

A suspect in a child rape case who was arrested in Mexico after nearly a year on the run was returned Tuesday to Tulsa, authorities said.
Phillip Steven Borden, now 42, is accused of molesting his girlfriend's two daughters at his Tulsa home between 2002 and 2006, including raping one of them once and touching her multiple times over about three years, records show.
Mexican authorities arrested Borden on March 9 and extradited him to Houston, where he stayed until he was extradited to Tulsa this week, Tulsa police Sgt. Mark Mears said.
He was booked into the Tulsa Jail about 5 p.m. Tuesday on charges of rape by instrumentation and three counts of lewd molestation.
His bail is set at $400,000.
Borden allegedly touched one of the girls in or around 2006, when she was 8, and began touching the other periodically in 2002 or 2003, when she was 7, a court affidavit shows.
That girl told police that he touched her until she was 10, and that he once raped her and told her not to tell anyone, according to an affidavit.
She also said that he gave her "funny tasting drinks" and showed her pornographic movies, and that she once woke up naked in his bed with him on top of her, the document says.
The girls were living with their mother but frequently visited Borden between January 2001 and January 2011, when he and their mother were dating, police said.
The girls were 12 and 16 when they told their mother in January 2011 about the alleged molestations, according to court documents and police.
A judge ordered Borden's arrest March 22, 2011, and issued an extradition warrant March 15, 2012.
Mexican federal police and U.S. marshals found him on Cozumel Island after receiving a tip, authorities said. He was taken to the local branch of the Mexican National Migration Institute and then deported.
Borden reportedly told authorities that he fled to Mexico in August 2011.
