Fugitive suspect in child rape is returned to Tulsa

A child-rape suspect who was arrested in Mexico after about nine months on the run was returned Tuesday to Tulsa, authorities said.

Phillip Steven Borden, 42, is accused of molesting his then-girlfriend's two daughters at his Tulsa home between 2002 and 2006, records show.

He is alleged to have raped one of them once and touched her inappropriately on multiple occasions, records state.

Mexican authorities arrested Borden on March 9 and extradited him to Houston, where he was held until he was extradited to Tulsa this week, Tulsa Police Sgt. Mark Mears said.

Borden was booked into the Tulsa Jail about 5 p.m. Tuesday on charges of rape by instrumentation and three counts of lewd molestation.

His bail initially was set at $400,000, but on Wednesday a judge ordered him held without bail.

Borden allegedly touched one of the girls in or around 2006, when she was 8, and began touching the other periodically in 2002 or 2003, when she was 7, a court affidavit alleges.

That girl told police that he touched her until she was 10 and that he once raped her and told her not to tell anyone, according to an affidavit.

She also said he gave her "funny tasting drinks" and showed her pornographic movies and that she once woke up naked in his bed with him on top of her, the document says.

The girls were living with their mother but frequently visited Borden between January 2001 and January 2011, when he and their mother were dating, police said.

The girls were 12 and 16 when they told their mother in January 2011 about the assaults, according to court documents and police.

A judge ordered Borden's arrest March 22, 2011, and issued an extradition warrant on March 15 of this year.

Mexican authorities and U.S. marshals found him in Cozumel after receiving a tip, authorities said.

Borden reportedly told authorities that he fled to Mexico in August 2011.
