Skiatook man arrested on kidnapping, intoxication complaints

SKIATOOK - A Skiatook man accused of attempting to abduct an 11-year-old was arrested by police Saturday.

Rick Alan Blackwell, 56, is being held at the Tulsa Jail on kidnapping and public intoxication complaints.

The girl was riding a bicycle near Second and Broadway streets when a man tried to abduct her, according to Blackwell's arrest report.

The girl's family called Skiatook police, and officers responded around 7:15 p.m., according to the report. The girl gave officers a detailed description of the man's clothing, which matched that of a man being arrested for public intoxication, and she later identified Blackwell from a photo lineup, the report says.

Blackwell's bond is set at $25,100.

The incident follows the beating and sexual assault of a 15-year-old Sperry High School student two months ago.

The teen was attacked as she was walking on the Osage Prairie walking/biking trail between 86th and 96th streets north March 26.

Saturday's attempted abduction occurred about six miles north of the site of the March 26 attack.

Skiatook authorities were unavailable for comment on whether the incidents might be related.
