Oklahoma State wide receiver Tracy Moore was cited over the weekend on a complaint of outraging public decency, according to Stillwater police.

The incident occurred about 2 a.m. Sunday on The Strip, a bar-filled street south of campus, where Moore was seen urinating in an alley, Capt. Randy Dickerson said.

Moore was not arrested but was issued a fine. The case will go through municipal court.

Police records also show Moore was arrested March 24 on a complaint of public intoxication and paid a fine as a result.

A senior from Union High School, Moore is expected to be a starter in the fall. Last season, he caught 45 passes for 672 yards and four touchdowns.

Moore didn’t play in the first half of the Cowboys’ Fiesta Bowl victory against Stanford and afterward said on Facebook it was because he “didn't see eye to eye with a coach and made a bad decision.”
