A Tulsa man has been charged with two counts of child neglect after officers arrested him in his home where they allegedly found a severely malnourished child.

Raymond Garner Wofford was charged Tuesday with exposing his two children to marijuana and deplorable living conditions between Nov. 1, 2011 and July 30, 2012, according to court documents. Wofford was arrested July 30.

Both children were transported to a local hospital, one of which was listed in critical condition with scoliosis and malnourishment, according to the arrest report. The names of the children were not released but they were 12 to 20 months and 2 to 3 years old, according to court documents.

Officers found Wofford passed out on a couch in a home in the 1200 block of West 2nd street after police responded to a child needing supervision call.

Wofford smelled of alcohol and didn’t initially respond to officers yelling through the window to let them in, according to the arrest report. Officers let themselves into the home through an unlocked door and proceeded to take Wofford into custody after discovering the children.

Wofford also was charged with spitting on an officer, according to court documents. He is being held with a $51,000 bond and his court date has been set for Sept. 5.
