Delaware County elects Harlan Moore as new sheriff

After a multimillion-dollar civil rights judgment hit Delaware County residents in the pocketbook, voters overwhelming elected an outsider to the county's top law enforcement post Tuesday and voted out an incumbent county commissioner.

Harlan Moore defeated Mike Wilkerson, 68.3 percent to 31.7 percent. Moore carried 20 out of 22 precincts.

"I want to restore integrity and honor to the sheriff's office," Moore said.

Moore, 60, who retired from the Adams County (Colo.) Sheriff's Department with 28 years of law enforcement experience, came out of retirement to run for sheriff after the county was hit last year with a $13.5 million federal civil rights judgment.

For the past nine months, Delaware County residents have not minced words about their anger over a judgment they were saddled with after 15 female inmates said they were sexually abused by jailers. In April, voters resentfully approved a 17-year, half-cent sales tax to pay off the judgment.

The female inmates accused former Sheriff Jay Blackfox of ignoring their complaints. Blackfox was never the target of the sexual allegations and denied any wrongdoing.

"We are so much ahead of the game because (interim) Rick Littlefield has done such a great job during this time," Moore said.

School bonds: In Bartlesville, voters approved school propositions including an $11.625 million proposal, which would pay for a new early childhood center at Richard Kane Elementary School, upgrades in technology and new textbooks, science lab equipment, band uniforms and athletic equipment.

The new classroom construction will allow the district to move out of portable buildings students in prekindergarten and kindergarten classes at Kane.

A $1.05 million proposal for funding for new buses and vehicles also was approved.

School bonds require 60 percent approval for passage.

In the Skiatook school district, a $7.695 million bond issued also passed.

The proposition includes the construction of a new 23,000-square-foot second- and third-grade center, new secure entrances at every school site, food service improvements, roofing repairs, HVAC improvements, flooring, grounds and landscaping improvements. In addition, the money goes toward gym floor repairs at the middle and high schools and new auditorium seating in the high school. The bond also includes $350,000 for technology upgrades districtwide.
