Keats Calhoon's 59-yard touchdown pass to Cole Taylor and Taylor's ensuing extra-point kick with 16 seconds left capped the Conquerors' comeback from a 27-0 deficit in the final 10 minutes.
"It was a miracle," Victory coach Brent Marley said.
The left-handed Calhoon eluded a sack and while scrambling to his left found Taylor running to his right at the 50 and he then beat a safety to the right pylon.
After the ensuing kickoff, Sequoyah reached the Victory 30, but Brayden Scott was sacked on the final play by Josiah Freesemann.
