More than half of Tulsa schools get D or F as state board posts grades on schools

An overwhelming number of Tulsa Public Schools received a grade of D on the school report cards the Oklahoma State Department of Education released Thursday.

Of the 37 Tulsa schools that received a D, 33 were elementary schools.

Eight Tulsa schools got F's, meaning more than half of the district's 80-plus schools received a D or an F.

The state Board of Education voted to release the school report cards using the controversial, original method of calculating grades for the state's 1,752 public schools.

Tulsa Superintendent Keith Ballard, who has been an outspoken critic of how the grades are calculated, maintains that they are not a fair representation of many schools' performance.

Expressing concern about the state's calculation methods was not an attempt to dodge public scrutiny, he said.

"We were not trying to hide anything about our grades," Ballard said. "We have difficulties in Tulsa; we have schools that are struggling. We have faced that. We are working diligently to improve student achievement."

Seventeen Tulsa schools received a C.

Three Tulsa elementary schools - Eisenhower, Carnegie and Zarrow - got an A. Nine Tulsa schools got B's.

One of the surprises for the Tulsa district was that Eliot Elementary, a school with a good reputation for academic achievement, received a C.

Two high schools, Booker T. Washington and TPS-sponsored charter school Tulsa School of Arts and Sciences, each received an A.

The schools that received F's are Greeley and Mark Twain elementary schools; TRAICE and Tulsa MET middle schools; Central, Hale and McLain junior highs; and Tulsa MET/Lombard High School.

Ballard said that if the A-F system had been based on a fair formula, some of those F's likely would be D's.

Nine Union schools received B's, while seven got C's, data shows.

Darnaby Elementary was the only Union school to garner an A.

Although Union's Clark Elementary was one of three schools nationwide to receive the National Award of Excellence by the Coalition of Community Schools in Washington, D.C., last year, the school received a C under the new Oklahoma school grading system.

A C indicates that a school is performing satisfactorily, Union Superintendent Cathy Burden said.

"What we are telling parents is the most important grade you should look at is the grade their children bring home," she said.

Union High School was one of only two schools in Oklahoma to be named to the 2011 AP Honor Roll for expanding opportunity and improving performance for advanced placement students.

The state Education Department gave the high school a B.

Sixteen Broken Arrow schools received a B grade, and seven received a C. The district had no A's or F's.

In Jenks, Southeast Elementary School and Freshman Academy received A grades, while the remaining six schools got B's.

"We know we are on a path of continuous improvement in Jenks," Superintendent Kirby Lehman said. "Whatever grade our schools got, it's not good enough. We always operate that way. We never reach 100 percent quality or reach the pinnacle."

Two Owasso schools received A's. They are Bailey Elementary and the Owasso Seventh Grade Center. The district's remaining 11 schools received B's.

Sand Springs schools received six B's and two C's. Pratt Elementary School received a B, despite having been one of six in Oklahoma and 269 nationwide named a 2012 National Blue Ribbon School by the U.S. Department of Education.

Grading scale

The state Board of Education on Thursday released Oklahoma's first report cards that grade schools and districts on a scale of A to F.

The new school-grading system is among a number of education reforms approved by the state Legislature in the past two years.

It replaces the Academic Performance Index score of 0-1,500 that held schools accountable for a decade.

Gov. Mary Fallin, who signed House Bill 1456 into law 1 1/2 years ago, said the new system was designed to make it easier for parents and the community to evaluate the quality of the education children are receiving.

Educators statewide have disagreed with the formula devised by the state Department of Education to calculate the grades.

They argued that, in other states, 90 percent or better earns an A grade, and a 3.6 grade-point average on a 4.0 scale is an A average.

But under the state's new grading system, a school needs a 3.75 GPA, or 93.75 percent, to be deemed an "A" school, officials said.

In addition, they disagreed with how average student growth is calculated with the complex formula.

In the end, the state board voted to approve that formula and release the grades that were calculated with it.
