Stallard scored the winning touchdown 38 seconds later to cap a wild fourth quarter.
Broken Bow tied the game at 14-all with 10:45 to play on Jerry Crudup's 9-yard touchdown run. Cleveland immediately responded. McWhirt had a 38-yard reception from Stallard to the Savages' 1 to set up Dakota Hewitt's go-ahead touchdown to give Cleveland a 20-14 lead with 9:13 left.
Stallard had a pair of touchdown passes to Tyler Jones (1 and 24 yards) earlier in the game.
