Ex-Tulsan Hopper Smith promoted to brigadier general in National Guard

New Brig. Gen. Hopper T. Smith beams as Gov. Mary Fallin (left) and Smith's wife, Karen McGinty Smith, pin the brigadier general insignia on him during an Oklahoma Army National Guard promotion ceremony at the state Capitol in Oklahoma City on Tuesday. Smith, now of Edmond, graduated from Tulsa's Memorial High School in 1980. A former member of the Oklahoma House of Representatives, Smith is president of Strategic Resource Consulting and develops public policy related to regional energy and natural resource issues.
