Child neglect and drug charges were filed Wednesday against a woman who had drugs throughout her apartment where her 3-month-old child lived.

Lacy Renae Webster, 21, was arrested on child neglect and possession of a controlled dangerous substance in the presence of a minor complaints, jail records show.

Webster is charged with possession of a controlled drug in the presence of a minor, child neglect and unlawful possession of drug paraphernalia, TulsaCounty District Court filings indicate.

Tulsa police were called to Webster's apartment in the 2000 block of East Eighth Street on Nov. 28 to assist a Department of Human Services social worker who was attempting to contact Webster, according to an arrest report.

During a search of the apartment, officers found multiple plastic bags containing drug residue in a living room trash can and four additional bags in a bedroom, the report said.

A methamphetamine pipe and bong were on the floor next to baby wipes, along with three straws and two mirrors that held drug residue, the report alleges.

Also found were two lighters and a box of matches and a nursery care kit on a table near drug paraphernalia, the report says.

Police also described the condition of the apartment as being "very dirty and messy."

A crystal white substance that was found in the apartment tested positive for methamphetamine, police said.

Webster remains in the Tulsa Jail on $55,500 bail.
