A barge loaded with sections of the spire for One World Trade Center is guided by a tugboat across New York Harbor from New Jersey's Port Newark on Tuesday. Workers are busy on the 104-story skyscraper that will hold the 408-foot spire, expected to rise into the Manhattan skyline by spring, with the 1,776-foot combination becoming the tallest structure in the Western Hemisphere.
