Man arrested after alleged indecent proposals to children

BROKEN ARROW — A 45-year-old man accused of making lewd or indecent proposals to two juveniles outside of the Broken Arrow Library was arrested Tuesday.

A woman called police around 6:30 p.m. Tuesday after she heard Charles Edward Purtell proposition her 12-year-old daughter, who was playing outside of the Broken Arrow Library, 300 W. Broadway Ave., according to Purtell’s arrest report.

The caller told police Purtell then attempted to scale a fence between his house in the 200 block of West College Street and the library.

The woman’s son, a 14-year-old, told police Purtell also offered to pay him for sex acts, the arresting officer wrote.

When officers arrived, Purtell, who was reportedly intoxicated, was found lying in his front yard.

He was arrested on two complaints of lewd or indecent proposals to a minor after the former conviction of a felony and is being held at the Tulsa Jail in lieu of $100,000 bond.

A charge of lewd or indecent proposals to a child filed against him in 2004 was dismissed, but he pleaded no contest to two assault charges, including aggravated assault and battery on a police officer, in the case.
